What Is the Opportunity?
Travelers is seeking a Technical Agile Product Owner to join the Access, Identity, Profile & Preferences (AIPP) team within the Cybersecurity Value Stream. This team owns the external identity experience for Travelers' customers and agents — spanning registration, identity proofing, authentication, MFA, and profile and preferences management across Travelers' digital platforms.
In this role, you will serve as the voice of the end-user and key technical stakeholders, guiding a focused product team to deliver secure, modern, and user-friendly identity capabilities. You will focus on achieving defined outcomes while empowering the team to determine how the work gets done.
What Will You Do?
- Partner with Circle Leads, platform engineers, and cybersecurity stakeholders to elicit, refine, and prioritize requirements for external identity capabilities — spanning customer and agent registration flows, identity proofing integrations, authentication protocols, MFA enrollment and recovery, and profile/preferences APIs.
- Decompose business and security requirements into well-defined user stories, epics, and technical acceptance criteria; ensure engineering teams understand functional intent, security constraints, and how each capability integrates within the broader AIPP identity architecture and Okta tenant configuration.
- Serve as the technical interface between business partners, cybersecurity, and engineering — translating identity platform decisions, API design trade-offs, and security control choices into clear, audience-appropriate communications for both technical and non-technical stakeholders.
- Own and maintain a prioritized, groomed backlog with sufficient technical depth for continuous delivery; define and enforce acceptance criteria covering security posture, usability standards, regulatory compliance, and integration correctness across identity flows.
- Develop and manage delivery roadmaps across the external identity ecosystem — including Okta-based authentication and SSO flows, adaptive MFA policies, FIDO2/WebAuthn adoption, identity proofing service integrations, and customer/agent profile service APIs.
- Align team objectives to the Cybersecurity Value Stream vision; translate program-level goals into sprint-level priorities and communicate delivery progress, technical risk, and architectural trade-offs to Circle Leads and key stakeholders.
- Define and track platform KPIs and OKRs for external identity capabilities — including registration funnel completion rates, MFA enrollment and adoption rates, authentication success/failure ratios, identity proofing pass rates, and API error rates — using data to drive backlog prioritization.
- Lead and support business readiness activities for AIPP platform releases — including stakeholder communications, change impact assessments, runbooks, cutover planning, and post-launch monitoring criteria.
- Provide continuous in-sprint feedback on work-in-progress; clarify ambiguous requirements, validate technical designs against security and compliance standards, and proactively surface risks tied to external identity dependencies, third-party integrations (e.g., Okta, identity proofing vendors), and platform SLA constraints.
- Establish and evangelize consistent delivery patterns, API standards, and ways of working across AIPP teams within the Cybersecurity Value Stream to ensure scalability and reduce integration debt.
- Foster a technically grounded, inclusive, and collaborative team culture that promotes engineering ownership, security-first thinking, and continuous improvement across identity platform delivery.
- Perform other duties as assigned.
What Will Our Ideal Candidate Have?
- Bachelor's degree preferred.
- Two or more years of experience in Agile product management, preferably in a technical, platform, or cybersecurity-adjacent domain.
- Understanding of external identity concepts including customer and agent registration, identity proofing, authentication protocols (OIDC, OAuth 2.0, SAML), MFA patterns, and user profile and preferences management.
- Familiarity with Zero Trust security principles as they apply to external identity and access control.
- Exposure to or experience with Okta or similar identity platform tooling.
- Ability to understand and engage with AIPP architecture — including how authentication, session management, and profile services connect — without needing to write the code.
- Agile Mindset: Embody Agile core values of openness, courage, respect, focus, and commitment; apply Agile principles and practices to achieve team success.
- Product Mindset: Define a clear product value proposition aligned with the Cybersecurity Value Stream's objectives, serving as the north star for the team.
- Technical Fluency: Ability to engage credibly with engineers on platform architecture, API integrations, and security controls, and to ask the right questions to surface risk and drive good decisions.
- Influence: Ability to drive alignment across engineering, security, and business stakeholders without relying on traditional hierarchy.
- Communication: Skill in translating technical complexity into clear, audience-appropriate language for both leadership and delivery teams.
- Continuous Improvement: Demonstrated commitment to learning, sharing knowledge, and evolving team practices over time.
What is a Must Have?
Two years of work experience in related field.
What Is in It for You?

Get Access To All JobsTips for Finding STEM OPT Authorization as a Technical Product Owner
Verify your degree qualifies under CIP codes
STEM OPT eligibility depends on your degree's CIP code appearing on the DHS STEM Designated Degree Program list. Confirm your specific major maps correctly before applying, since degrees in information systems or management information systems sometimes require verification with your DSO.
Confirm E-Verify enrollment before accepting offers
Every employer hiring you on STEM OPT must be enrolled in E-Verify, not just willing to enroll. Ask hiring managers for their E-Verify Company ID or check the E-Verify employer search tool directly before signing any offer letter.
Target product teams in STEM-heavy industries
Technical Product Owner roles at software, fintech, biotech, and defense companies are more likely to involve STEM-qualifying work and have legal teams familiar with I-983 training plans. Focus your search on companies whose core product is built on engineering or data infrastructure.
Document STEM nexus in your I-983 training plan
Your I-983 must show a direct connection between your STEM degree and your Technical Product Owner duties. Specify how you apply engineering principles, data analysis, or systems architecture in your day-to-day responsibilities rather than describing generic project management tasks.
Negotiate offer timing around your OPT end date
If your initial 12-month OPT expires before your STEM extension is approved, a cap-gap rule protects your authorization only if you're transitioning to H-1B. Otherwise, submit your STEM OPT extension application to USCIS at least 90 days before your EAD expires to avoid a work authorization gap.
Use Migrate Mate to find verified STEM OPT employers
Searching broadly wastes time on companies that have never filed for international talent. Migrate Mate filters Technical Product Owner roles by employers with active sponsorship history, so you can focus on companies already set up to support your STEM OPT authorization.

Find Technical Product Owner JobsFrequently Asked Questions
Does a Technical Product Owner role qualify for the STEM OPT extension?
It depends on your specific duties and degree. If your Technical Product Owner role requires applying knowledge from a STEM field such as computer science, software engineering, or information systems, and your degree carries an eligible CIP code on the DHS STEM Designated Degree Program list, the role can qualify. Your DSO will assess the connection when approving your I-983 training plan.
What must my employer do to hire me on STEM OPT?
Your employer must be enrolled in E-Verify and sign your I-983 training plan, which outlines how the role applies your STEM degree. They're also required to report material changes to your training, provide mentorship aligned with your learning objectives, and confirm continued E-Verify participation for the duration of your STEM OPT extension. Employers who let their E-Verify enrollment lapse put your work authorization at risk.
How does the I-983 training plan apply to a Technical Product Owner position?
The I-983 must describe concrete STEM-related learning objectives tied to your actual job duties, not just your job title. For a Technical Product Owner, that means documenting how you apply systems thinking, data-driven decision-making, or engineering methodologies to product development. Vague descriptions like 'managing a backlog' without a STEM connection are common reasons DSOs request revisions before approving the plan.
Does cap-gap protection apply if my OPT expires while I'm waiting for H-1B approval?
Cap-gap extends your work authorization automatically if your employer filed an H-1B petition before your OPT EAD expired and you were selected in the lottery. It covers the period between OPT expiration and October 1, when H-1B status begins. USCIS provides cap-gap guidance on their website. If you're not transitioning to H-1B, cap-gap does not apply, and your STEM OPT extension must be approved before your current EAD expires.
Where can I find Technical Product Owner jobs that support STEM OPT?
Migrate Mate lists Technical Product Owner roles filtered by employers with sponsorship history, making it easier to identify companies already familiar with STEM OPT requirements and E-Verify enrollment. Targeting employers with an established international hiring process reduces the back-and-forth around I-983 training plan approval and E-Verify confirmation that can slow down offers at companies hiring international candidates for the first time.
