Verify your CIP code before applying
Check that your degree program's CIP code appears on the USCIS STEM Designated Degree Program List. Computer science, information systems, and mathematics codes are the most common fits for Oracle Database Developer roles, but data science and applied statistics codes also qualify.
Search E-Verify status before submitting applications
Only employers enrolled in E-Verify can hire STEM OPT students. Look up employer E-Verify participation through the E-Verify employer search tool before you apply, so you don't waste interviews on companies that can't legally onboard you.
Match your I-983 training plan to Oracle-specific skills
Your I-983 must list concrete learning objectives tied to your STEM degree, not generic job duties. For Oracle Database Developer roles, list goals like performance tuning, PL/SQL development, and schema design, so the plan clearly connects database work to your academic background.
Target employers with enterprise database infrastructure
Large financial institutions, insurance companies, and healthcare networks run Oracle environments at scale and file LCAs regularly for database roles. Use the OFLC Wage Search to identify companies actively certifying Oracle-related job titles in your target metro area.
Use Migrate Mate to filter for E-Verify employers
Filter your Oracle Database Developer job search on Migrate Mate to surface only employers with confirmed E-Verify enrollment and STEM OPT hiring history, cutting out roles that look promising but can't meet the legal requirements for your extension.
Start your extension filing 90 days before OPT expires
Your DSO must recommend the STEM OPT extension in SEVIS before your current OPT EAD expires. USCIS allows you to file up to 90 days before your end date, so coordinate with your DSO well in advance to avoid a gap in work authorization.
Frequently Asked Questions
Does an Oracle Database Developer role qualify for the STEM OPT extension?
Yes, Oracle Database Developer positions typically qualify because the work requires applying knowledge from a STEM degree in a directly related field. Your specific degree's CIP code must appear on the USCIS STEM Designated Degree Program List. Degrees in computer science, information systems, and related fields are the most common matches. Confirm your program's CIP code with your DSO before applying for the extension.
What E-Verify requirement applies to my STEM OPT employer?
Every employer who hires you on a STEM OPT extension must be actively enrolled in E-Verify, not just registered. This applies to the specific worksite location where you'll work, including third-party sites if you're placed through a staffing arrangement. Verify enrollment through the E-Verify employer search before accepting an offer, since working for a non-enrolled employer violates your status.
What goes into the I-983 training plan for a database developer role?
Your I-983 training plan must identify specific learning objectives that connect your Oracle Database Developer responsibilities to your STEM degree. For this role, that means listing technical goals like optimizing query performance, designing normalized schemas, or building PL/SQL procedures, along with how each objective builds on your academic foundation. Generic job descriptions don't satisfy the requirement. Your DSO and employer must both sign the plan before your extension is approved.
How does cap-gap protection work if my employer files an H-1B for me?
If your employer files an H-1B visa petition on your behalf during the annual lottery and it's selected, cap-gap protection automatically extends your OPT EAD and STEM OPT authorization through September 30 of that fiscal year, even if your current authorization expires first. You don't need to file anything separately. USCIS automatically records the cap-gap extension, but your DSO should annotate your I-20 to reflect it.
Where can I find Oracle Database Developer jobs where employers are ready to support STEM OPT?
Migrate Mate lets you filter Oracle Database Developer roles by employers with confirmed E-Verify enrollment and STEM OPT hiring history, so you can focus on opportunities where the authorization requirements are already met. This saves significant time compared to screening employer eligibility individually after finding a role elsewhere.
