Verify your CIP code matches ETL work
Check that your degree's CIP code covers data engineering or information systems on the USCIS STEM Designated Degree Program List. Degrees in computer science, information technology, or management information systems typically qualify, but data analytics degrees vary by institution.
Confirm E-Verify enrollment before applying
Ask recruiters directly whether their company is enrolled in E-Verify before your first interview. A company that isn't enrolled cannot legally employ you on STEM OPT, no matter how far along you are in the hiring process.
Target employers with active LCA filings for data roles
Use the OFLC Wage Search to identify companies that have filed Labor Condition Applications for ETL, data pipeline, or data warehouse roles. Consistent LCA activity signals that a team already understands work authorization requirements for technical hires.
Build your I-983 training plan around ETL deliverables
Frame your I-983 training objectives around concrete ETL milestones: pipeline architecture decisions, data quality frameworks, or cloud migration projects. Vague goals like 'gain experience' create problems at DSO review; specific deliverables with timelines do not.
Use Migrate Mate to filter for STEM OPT-ready employers
Search ETL Developer roles on Migrate Mate to surface employers with verified E-Verify enrollment and sponsorship history. This cuts the time you'd otherwise spend vetting companies one by one through public databases before submitting an application.
Submit your STEM OPT extension application 90 days early
File your STEM OPT extension request up to 90 days before your initial OPT EAD expires. USCIS processing can run several months, and applying early protects your cap-gap coverage if you're transitioning to H-1B visa sponsorship in the same cycle.
Frequently Asked Questions
Does my degree qualify me for the STEM OPT extension as an ETL Developer?
Your degree qualifies if it appears on the USCIS STEM Designated Degree Program List and your school's CIP code covers a field like computer science, information systems, or electrical engineering. Degrees in data analytics or business intelligence sometimes qualify, but the CIP code assigned by your institution determines eligibility, not the degree title itself. Confirm your CIP code with your DSO before assuming you're covered.
Does my ETL Developer employer have to be enrolled in E-Verify?
Yes, E-Verify enrollment is a hard requirement for STEM OPT employment. Your employer must be actively enrolled, not just registered, before your extension period begins. If your employer acquired or merged with another company, their E-Verify enrollment status may have changed and needs to be reconfirmed with HR. You can verify enrollment status through the E-Verify employer search tool.
What goes into the I-983 training plan for an ETL Developer role?
Your I-983 must describe how the ETL Developer position provides practical training directly related to your STEM degree. For this role, that means documenting specific technical goals such as designing data pipelines, optimizing extraction processes, or implementing data governance frameworks, along with how your employer will supervise and evaluate your progress. Generic descriptions get flagged by DSOs; tie each objective to a concrete project or deliverable.
What happens to my work authorization if my H-1B is selected in the lottery while I'm on STEM OPT?
If your employer files an H-1B petition on your behalf and it's selected in the lottery, cap-gap protection automatically extends your STEM OPT EAD and F-1 status through September 30 of that year, or until USCIS adjudicates your petition, whichever comes later. You can continue working as an ETL Developer throughout this period as long as your employer maintains their E-Verify enrollment and your I-983 training plan remains active and on file with your DSO.
How do I find ETL Developer jobs where the employer already understands STEM OPT requirements?
Migrate Mate filters ETL Developer listings by employers with verified sponsorship history and E-Verify enrollment, so you're not starting from scratch on each application. Beyond that, reviewing a company's DOL Labor Condition Application filings via the OFLC Wage Search shows whether they've sponsored data engineering roles before, which is a practical signal that their HR and legal teams are already familiar with the process.
