The Business Planning and Strategy Consultant is a senior individual contributor responsible for planning and analyzing medium-to high-complexity strategic and operational scenarios across Central City Concern (CCC). This role supports a wide range of organizational domains, including Health Services, Housing, Supportive Housing, Employment, Social Enterprise, and administrative functions such as Human Resources, Finance, and Contracting.
The Business Planning and Strategy Consultant leads the development of analytically rigorous, decision-support work products—including pre-feasibility assessments, business plans, scenario and options analyses, and performance insights—to inform enterprise strategy and operational decision-making. This role partners closely with stakeholders across the organization to translate complex business questions into structured analyses and actionable recommendations.
Reporting to the Business Development Manager, the Business Planning and Strategy Consultant applies strong project management discipline to organize work, align stakeholders, and ensure the timely and high-quality delivery of planning and analysis products. This position plays a key role in advancing CCC’s strategic priorities through evidence-based planning, thoughtful analysis, and cross-functional collaboration.
Schedule: Monday - Friday, 8:00am - 5:00pm (Saturday and Sunday off!)
Location: 121 NW Everett St. Portland, OR 97209
Compensation: $96,000 - $125,000, annually. Range varies based on professional experience and licensure/certifications.
MINIMUM QUALIFICATIONS
- Required: one of the following combinations of education and experience:
- Master’s degree in business, finance, healthcare, or another relevant field and 5 years of experience with quantitative modeling and analysis of business scenarios in complex environments OR
- Bachelor’s degree in a relevant field combined with at least 1 professional certification such as PMI Professional in Business Analytics (PMI-PBA) or similar and 5 years of experience with quantitative modeling and analysis of business scenarios; OR
- Bachelor’s degree in a relevant field and 7 years of experience with quantitative modeling and analysis of business scenarios in complex environments
- Required: financial or business analyst experience in a healthcare, social services, or safety net setting.
- Required: High level of computer literacy, including the ability to learn new applications.
- Required: Proficient with business intelligence tools, Microsoft PowerBI, Tableau, or similar.
- Strongly preferred: proficient with any of the following:
- Electronic medical records;
- Web-based collaboration tools such as Mural or Miro.
- Must pass a pre-employment drug screen, TB test, and background check.
- Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects.
- Must be able to climb stairs several times a day and carry equipment between different locations in the downtown core.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Business Planning and Strategic Analysis (60%)
- Lead business planning and strategic analysis efforts:
- Conduct analysis to support new service development, program growth planning, integration planning, and operational improvement planning.
- Collaborate with finance, accounting, data and other teams to perform revenue projections, cost analysis, financial modeling, service utilization analysis, and scenario comparisons.
- Develop pro forma financial models and sensitivity analyses to evaluate financial viability under different assumptions.
- Validate assumptions, inputs and outputs with cross-functional partners to ensure accuracy and alignment.
- Develop decision-support insights and recommendations:
- Translate business questions into structured analyses and actionable findings.
- Partner with stakeholders to interpret results and apply insights to strategic and operational decisions.
- Facilitate discussions with stakeholders to align implications, tradeoffs, and recommended next steps.
- Produce high-quality analytics deliverables:
- Develop business plans, pre-feasibility assessments, and decision-support presentations.
- Draft executive summaries and key messages tailored to leadership audiences.
- Create deliverables that combine data analysis, visualizations, and concise written summaries to communicate findings and recommendations.
- Standardize templates and formats to ensure clarity, consistency, and ease of review.
- Perform other duties as assigned
Project and Stakeholder Management (25%)
- Support project prioritization and governance process:
- Partner with Strategic Implementation and Governance leadership to prioritize projects and inform decision-making.
- Prepare materials and analysis to support governance meetings and project intake decisions.
- Develop and evaluate business plans for new initiatives, test key assumptions, model financial sustainability, and surface risks to inform annual and cyclical planning.
- Manage project planning and execution:
- Work with stakeholders to define scope, clarify needs, and plan project activities.
- Develop project charters, workplans, and timelines to guide execution.
- Oversee timelines, coordination, and delivery of work projects
- Track milestones, risks and dependencies and proactively adjust plans as needed.
- Coordinate with cross-functional teams across the organization to move projects forward.
- Facilitate meetings and maintain regular communication to ensure alignment and progress.
- Provide analytical and planning support to project teams:
- Support development of project goals, performance measures, and key decisions
- Perform other duties as assigned
Tools, Systems, and Continuous Improvement (15%)
- Apply analytical tools to support planning and decision-making
- Connect to and integrate data from multiple CCC systems (electronic health record, client databases, financial systems) to support analysis.
- Use business intelligence tools (PowerBI, etc.) to analyze large-scale organizational data and generate actionable insights.
- Build and maintain dashboards, models, and reports to support ongoing decision-making needs.
- Develop and enhance tools, templates, and standard approaches
- Build and maintain an “analyst toolkit” to improve consistency and efficiency in planning and analysis work.
- Create reusable templates (e.g., financial models, business case formats, scenario tools).
- Continuously refine tools based on user feedback and evolving organizational needs.
- Perform other duties as assigned
