Minimum qualifications:
- Bachelor's degree in Business, Supply Chain Management, Engineering, Construction Management, a related field or equivalent practical experience.
- 8 years of experience with Pre-Construction (PreCon) management, commercial management, or project controls within the data center, heavy industrial, mission critical or construction industry.
- 8 years of experience managing the commercial process, including General Contractor (GC) buyout, competitive bidding, and negotiating agreements.
Preferred qualifications:
- Master’s degree or Professional certification in Construction Management or Supply Chain.
- 10 years of experience with deep domain expertise in hyperscale data center construction and procurement strategies.
- 10 years of experience in constraint modeling (e.g., labor, logistics planning) and managing dependencies during the initial project phases.

The NASA Buyout Strategy Lead is a new, high-impact role responsible for establishing and driving consistency in the application of Project Controls during the critical pre-construction and project startup phases. This role is essential to reducing bureaucracy and achieving the Google Data Centers (GDC) North Star: Go Fast, Safely.
In this role, you will own the execution and standardization of commercial aspects of PreCon services planning, ensuring a robust foundation for every project. This role is a key change agent for ensuring consistency, which will directly reduce project risk and impact cost and schedule outcomes.

Responsibilities
- Own the planning and standardization of commercial deliverables of the PreCon services, including governance.
- Drive the creation and implementation of a front-end execution plan at the commencement of projects, ensuring alignment on the project control plan for execution (what, when, how end to end).
- Provide critical project startup support and manage the structured transition of work to the site-based Sub-Region Project Controls teams.
- Lead negotiation of staffing and supply at the campus level, including procurement planning and recommendations for Letter of Negotiation (LON) / Sub-Project Contracts (SPC) and Guaranteed Maximum Price (GMP).
- Ensure consistency in the application of core project control principles, driving alignment on assumptions, productivity, and delivery methodologies between baseline cost and schedule assessments.
