This position is Alaska based and requires a daily on-site work schedule
SUMMARY
Under limited supervision and in close collaboration with other Health Information Technology (HIT) teams, manages, directs and supports all EHR and Telehealth software/hardware systems and subsystems along with output to the customer. Collaborates with other HIT departments to design, implement and deploy telehealth productions systems. Acts as liaison between ANTHC and regional tribal health organizations’ technical staff to manage customer expectations. Ensures customer service needs are effectively met. Assists in regulatory compliance and timely reporting for project management.
Responsibilities
- Primary technical customer relations manager for Alaskan Tribal partners on new and existing EHR and Telehealth technical functionalities.
- Develops processes and strategies to promote greater visibility for the customer into the status of current and upcoming projects.
- Proactively collaborates with ATHS customer technical staff, solicits feedback on existing utilization and technical issues.
- Analyzes feedback to engage with technical team for implementing appropriate solutions to ensure maximum customer satisfaction and usability.
- Active member of planning processes, coordinates with internal staff and customers to establish software and hardware deployment/upgrade schedules and ensure customer needs are met.
- Provides technical project management to evaluate, test and validate new hardware and software products.
- Designs and directs implementation of system upgrades and hardware enhancements.
- Works closely with other internal HIT teams in the research, design and development of new hardware and software solutions.
- Analyzes replacement hardware technologies for end-of-life products and communicates findings and recommendations back to the production technical team.
- Enforces procedures and standards for hardware selection, system testing, configuration management and documentation.
- Reviews technical documentation of Telehealth servers, hardware platforms and workstation design.
- Evaluates trends and recommends operational, procedural, technical and policy improvements.
- Defines inventory needs for on-site hardware to minimize the impact to clinical healthcare due to hardware failure.
- Manages the transition of new EHR and Telehealth software and/or hardware from the development and test environment into production.
- Technical lead for planning and scheduling all system deployments to ATHS customers.
- Provides guidance to customer on EHR and Telehealth technical designs and effective implementation into their infrastructure.
- Provides technical management oversight for pilot projects.
- Manages special projects as required.
- Compiles and analyzes data.
- Develops and monitors project budgets.
- Prepares special and recurring reports.
- Prepares technical reports and expenditure justification studies.
- Coordinates activities with other HIT Managers to meet customer and user requirements.
- Serves on HIT committees and other technical services groups.
- Maintains professional expertise and knowledge through ongoing education and study of new network and systems technologies.
- Provides leadership, direction, and guidance to assigned staff.
- Develops goals and priorities in conjunction with employees, and assigns tasks and projects.
- Develops staff skills and training plans.
- Counsels, trains, and coaches subordinate staff.
- Implements corrective actions and conducts performance evaluations.
- Performs other duties as assigned.
KNOWLEDGE and SKILLS
- Knowledge of current Good Manufacturing Process defined by FDA for Medical Device Manufacturing.
- Knowledge of system architecture design, implementation and analysis techniques.
- Knowledge of the development of system documentation and procedural manuals.
- Knowledge of networked computer system environments and device capabilities.
- Knowledge of network system access and security guidelines and procedures.
- Knowledge of project management and resource allocation techniques.
- Knowledge of information technology and software applications.
- Skill in effectively managing teams and delegating tasks and authority.
- Skill in writing technical materials for a broad, non-technical audience.
- Skill in organizing, assessing and prioritizing multiple tasks, projects and demands.
- Skill in establishing and maintaining effective working relations with customers and co-workers.
- Skill in operating a personal computer utilizing a variety of software applications.
- Skill in analyzing and modeling multi-functional data flows and infrastructure requirements.
MINIMUM EDUCATION QUALIFICATION
A Bachelor’s degree in business, information technology, or related field from an accredited institution. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory – Five (5) years of experience in product development or Information Technology support services. An equivalent combination of relevant education and/or training may be substituted for experience.
AND
Supervisory – Two (2) years of experience managing technical teams.
PREFERRED EXPERIENCE QUALIFICATION
Experience working in a healthcare environment or working with healthcare products is preferred.
