INTRODUCTION

ROLE AND RESPONSIBILITIES
The Office of Labor Relations is responsible for providing centralized direction for labor and employment issues facing the Department, including:
- Representing the Department in collective bargaining with over 40 uniformed and civilian unions
- Preparing City proposals for collective bargaining
- Researching the operational impact of proposals on the Department
- Researching relevant policies, procedures, practices and other issues that affect the negotiation of new collective bargaining agreements
- Preparing cases for mediation and arbitration hearings
- Providing expert witness testimony
- Implementing changes resulting from new collective bargaining agreements and arbitration awards
- Providing advice and guidance to Department members regarding collective bargaining interpretations and prior award decisions
Under the executive direction of the Deputy Commissioner of Management and Budget (Chief Financial Officer) and with broad latitude to exercise independent judgment, action and decision making, the Executive Director, Labor Counsel is responsible for developing the Police Department's legal strategy for grievances, disciplinary hearings, arbitration, improper practice petitions, and other litigation from Department employees and unions in conjunction with the Mayor's Office of Labor Relations. Duties will include, but are not limited to, the following:
- Serves as the chief labor law advisor to the Deputy Commissioner, Management and Budget
- Provides the staff with advice and guidance on legal issues, labor law, employment law, disciplinary issues and contractual interpretation and supervises related work
- Provides legal advice and counsel to high level Department executives on the application of relevant labor rules, laws, contracts, and regulations
- Manages and resolves employee grievances
- Manages and resolves civilian disciplinary cases and supervises all Step II disciplinary hearings
- Represents the Department at Labor/Management meetings with uniformed and civilian unions
- Represents the Department's interests during collective bargaining
BASIC QUALIFICATIONS
- Admission to the New York State Bar
- Four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work
- Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment
PREFERRED QUALIFICATIONS
- Admission to the NYS Bar
- At least seven years of Labor, Employment, and Collective Bargaining Law practice in New York State
- A thorough knowledge of NYC Collective Bargaining Law, Administrative Code, and other relevant local, state, and federal laws
- Strong oral and written communication skills and the ability to clearly and practically convey nuanced legal topics
- Demonstrated leadership and managerial skills, including managing teams and working with peers across an organization
- Strong interpersonal and relationship building skills
