Child and Family Services Trainee
Reports To: Child and Family Services Lead Caseworker
Effective: 06/16/2026
Salary (Grade): $21.65 (G15-E)
Status: Reg., Full-time (Non-Exempt)
Location: Human Services, Winnebago, NE 68071
Job Purpose & Position Overview
Under the general supervision of the Child and Family Services Program Manager, the Protection and Safety Investigator will coordinate the investigation of child abuse and neglect reports for the Winnebago Tribe of Nebraska. The Investigator may also provide case management services as needed. This position will require evening and weekend work hours including overnight travel for training or for transporting clients.
Specific Job Duties/Responsibilities:
- Demonstrates the Winnebago Tribe’s Core mission, vision, and values.
- Investigates reports of abuse or neglect, completes risk/safety assessments and determines placement of child(ren) that will serve their best interests.
- Establish Safety Plans and initiate court interventions.
- Initiate client files.
- Prepare documentation, correspondence, court reports, and monthly reports with data for the CFS Program Manager.
- Refers resource families for home study assessments and trainings in accordance with tribal policies and procedures.
- Completes all required paperwork for child placement.
- Attends the initial TPC hearing for each case investigated; attends other Court hearings as necessary.
- Completes the Child Abuse and Neglect Report (CA/N) for each investigation and enters information on the Central Registry.
- Assist in the provision of preventive services to the community.
- Perform crisis intervention. Evaluate emergency situations and assists with removals when necessary to ensure safety.
- Be on-call 24 hours, approximately 1 week a month.
- Makes presentations and provides training to the community as appropriate.
- Is knowledgeable of/and complies with department and tribal policies.
- Documents cases activity and submits report in a timely fashion.
- Maintains strict confidentiality on all cases.
- Completes referrals to on and off reservation programs as necessary.
- Attends staffing with caseworker to exchange necessary information.
- Provides ongoing case management services as needed.
- Acts as responsible representative of the Winnebago Tribe.
- Must complete the State of Nebraska caseworker training.
- Attend all meetings and committees as assigned.
Protection and Safety Investigator

Required Qualifications/Skills:
- Four-year college degree in Criminal Justice/Social Services with four years’ experience in law enforcement or social work related to children and families is preferred.
- Knowledge of the Child Welfare System, interviewing skills and the ability to work with children.
- Sensitivity to and appreciation for the Winnebago culture.
- Preference given to applicants with training in child services, law enforcement, and/or related psychology or social work courses.
- One-year experience working with Native Americans is required.
- Must have excellent interpersonal, communication, and organizational skills.
- Must be timely, dependable, courteous, and maintain a business-like appearance.
- Must possess keyboarding skills for data entry, and be computer literate and proficient in Microsoft Office (particularly Word, Excel, and Outlook).
- Must be able to maintain the strictest confidentiality, and will be required to sign a confidentiality agreement.
- Knowledge of Federal, State and Tribal Law on abuse and neglect of individuals is required.
- Knowledge of Confidentiality Laws and Regulations is required.
- Basic knowledge of the Indian Child Welfare Act is required.
- Knowledge of Winnebago culture and traditions is highly desirable and a willingness to learn is required.
- Must possess a valid driver’s license, maintain valid insurance, and be insurable under the Tribe’s insurance policy.
- Must be of good moral character. Will be required to pass a federal background check and submit to pre-employment drug testing.
- Must have a telephone number.
Physical Requirements:
- Normal to medium office work which includes the ability to lift up to 30 lbs.
- Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
- While performing daily duties, the employee is regularly required to talk and hear.

Language Requirements:
- Must possess the ability to read, write, and speak the English language fluently.
- Must be able to continually and effectively employ professional verbal and written communications skills.
Compensation: $21.65 per hour
