Responsibilities:
MV Transportation is seeking a Safety & Training Manager to lead safety, regulatory compliance, and workforce training for its contracted paratransit and mobility services in Louisville, KY. This role is responsible for ensuring a fully trained, compliant, and safety‑focused workforce while supporting daily operations in a brokered service model.
The Safety & Training Manager is a hands‑on leader who works closely with a small team of Road Supervisors that also support operations in the field. In addition, this position provides direct oversight, auditing, and compliance monitoring for three subcontracted service providers, ensuring alignment with contract requirements, company standards, and all applicable federal and state regulations. This position reports to the General Manager and plays a critical role in protecting passengers, employees, client assets, and the integrity of the contract.
Key Responsibilities
Safety Leadership & Compliance:
- Serve as the division’s primary safety leader, responsible for implementing and enforcing all safety policies, procedures, and programs required by contract and regulation.
- Ensure compliance with all applicable FTA, DOT, FMCSA, OSHA, ADA, and client requirements.
- Act as the location Safety Officer and Emergency Coordinator, serving as liaison to local emergency responders and public safety agencies.
Training & Workforce Qualification:
- Oversee all operator and safety‑sensitive employee training programs, including:
- New‑hire operator training
- Behind‑the‑wheel and refresher training
- Annual wheelchair securement certification
- Monthly mandatory safety meetings
- Ensure all employees meet qualification standards including licensing, background checks, medical certification, and drug & alcohol compliance.
- Maintain accurate and auditable training and qualification records.
Road Supervisor & Field Oversight:
- Lead and support Road Supervisors who perform dual safety and operational roles.
- Provide coaching, guidance, and follow‑up related to on‑road performance, incident response, and operator behavior.
- Ensure consistent application of safety expectations in the field.
Incident, Injury & Claims Management:
- Lead accident, incident, and injury investigations, including root cause analysis and corrective action planning.
- Coordinate post‑incident retraining and operator coaching as required.
- Partner with claims and risk management teams to ensure timely reporting and effective claim management.
- Proactively manage employee injuries to minimize lost‑time and support return‑to‑work programs.
Safety Technology & Data:
- Oversee safety technology programs (e.g., onboard video and monitoring systems).
- Analyze trend data, identify risk patterns, and develop targeted action plans to reduce preventable incidents.
- Use data to support coaching, retraining, and performance improvement initiatives.
Subcontractor Safety Oversight:
- Serve as the primary safety and training liaison for subcontracted service providers.
- Review and audit subcontractor safety plans, training programs, driver qualifications, and compliance documentation.
- Conduct regular safety audits and require corrective actions where deficiencies are identified.
- Ensure subcontractors meet all contractual safety and training obligations.
Audits & Continuous Improvement:
- Coordinate and support internal, client, and regulatory audits.
- Maintain readiness for FTA, state, and client reviews.
- Drive continuous improvement in safety performance and compliance across the operation.
QUALIFICATIONS
Talent Requirements:
Required
- Transit or passenger transportation safety experience.
- Experience in a regulated, safety‑sensitive operating environment.
- Strong working knowledge of FTA, DOT, FMCSA, OSHA, and ADA requirements.
- Experience leading safety training, incident investigations, and compliance programs.
- Ability to work effectively with frontline employees, supervisors, management, and subcontractors.
- Strong organizational, analytical, and documentation skills.
- Proficient in Microsoft Office and Windows‑based systems.
- Ability to work flexible hours to support operations as needed.
Preferred
- Experience in paratransit or demand‑response operations.
- Experience supporting or auditing subcontracted transportation providers.
- Prior leadership experience working with Road Supervisors or field safety staff.
Education
- Bachelor’s degree preferred or equivalent combination of education and relevant safety/operations experience.
