Brief Job Description:
Perform complex (journey-level) consultative services and technical assistance work for the Vendor Outreach Branch of the Vendor Management & Operations Unit. Work supports the United States Department of Agriculture Supplemental Nutrition Program for Women, Infant, and Children (WIC) program. Conduct onsite and/or face-to-face training and vendor onsite evaluations, and provide technical assistance to WIC vendors onsite, by phone, and via email. Prepare reports of findings and recommendations. Responsible for outreach and communication activities including vendor complaints, general program inquiries, marketing material, analyzing and providing Qualtrics vendor survey results, and other related customer service issues or requests from internal and external stakeholders. Evaluate and process vendor applications, prepare and disseminate vendor contracts/agreements and perform needed activities on those contracts/agreements, including data entry. Complete participant access analysis and respond to programmatic inquiries. Assist with development of WIC vendor training curriculum and training aids. Assist with policy and procedure changes and implementation. Work under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
1.Conduct onsite and/or face-to-face training to WIC vendors, vendor onsite evaluations, and provide technical assistance to vendors as needed. (20%)
2.Handle outreach and communication activities including vendor complaints, general program inquiries, preparation and distribution of marketing material, correspondence, distribution of technical guidance documentation, online training technical assistance, and any other related customer service items from internal and external stakeholders. (20%)
3. Collect information in an application, prepare and disseminate vendor contracts/agreements and perform needed activities and correspondence on those contracts/agreements, including data entry. (15%)
4. Prepare reports of findings and recommendations and prepare Corrective Action Plans. (10%)
5. Coordinate and implement the vendor liaison program in collaboration with local agency staff, and conduct shopping experiences. (10%)
6. Assist in planning, development, implementation, and analysis of vendor training curricula and training aids. (10%)
7. Complete participant access analysis, collect and track data, and collaborate with staff on any special projects, presentations, or reports. (5%)
8. Assist with updating and implementing WIC vendor policies, branch and unit procedures, and analyzing policies based on changing business needs. Develop/update procedure manual. (5%)
9. Perform other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or locations. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. (5%)
Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) or complete the requirements to become a Certified Texas Contract Manager within 12 months of employment.

Initial Screening Criteria:
1. At least two (2) years of customer service experience
2. At least two (2) years of experience in the training of adults
3. At least two (2) years of experience in handling, processing, or entering data
4. Ability and willingness to travel up to 50% - this MUST be indicated on the application
