Director of Project Controls - Capital Planning, Engineering Project Delivery and Compliance
What you will do
Let’s do this. Let’s change the world! This role is a key leadership position within the Global Engineering Organization, supporting our aspiration to be Front Office for Operations. The Director is responsible for managing Amgen’s capital portfolio, ensuring consistent and compliant project execution, and advancing transformation initiatives aligned with Engineering’s strategic vision. This leader will drive cross-functional collaboration, align business priorities with investment decisions, and promote continuous improvement to maximize value delivery. This position will be located within driving distance from Amgen sites in the US, preferably Thousand Oaks.
Capital Planning:
- Lead management of the Operations capital portfolio, including budgeting and cross-functional prioritization
- Integrate business needs from early planning initiatives (OSBR, PD, R&D, GWS, etc.) into capital investment strategies to enable innovation, improve cost certainty, and accelerate speed to market
- Support development of the annual budget and 3-year capital plan, including alignment with OPEX and lifecycle costs
- Navigate financial planning processes (LRS, budget, forecast) to enable effective capital deployment
- Oversee financial portfolio management of major capital investments
- Partner with Capital Finance to develop materials for Board of Directors reviews, as needed
- Drive prioritization of investments and translate concepts into robust business cases
- Enhance forecast and predictability accuracy through digital capabilities and Engineering transformation initiatives
Engineering Project Delivery and Compliance:
- Lead Engineering Project Delivery (EPD) and compliance across capital projects, including audit readiness and execution
- Monitor portfolio health and compliance using established control points across global functions and external partners
- Own and continuously improve EPD processes, standards, and guidelines
- Partner with Engineering Digital Technology (EDT) to advance digital solutions for portfolio management
- Drive process improvements through metrics, audits, and performance tracking
- Align global engineering processes to improve consistency and performance
- Partner with Global Sourcing and Strategy organization to collaborate on procurement value opportunities across EPD
- Lead the Engineering Projects Global Team (EPGT) to enable collaboration and continuous improvement
- Develop and deliver training on EPD processes across cross-functional teams
Leadership:
- Proactively position the organization to advance Engineering’s vision and transformation goals
- Demonstrate strong executive presence and communication skills across all organizational levels
- Foster a culture of innovation and continuous improvement within Engineering
- Lead performance metrics, portfolio reviews, and strategic financial indicators
- Promote lean principles across capital projects
- Maintain active engagement across Amgen sites (approximately 30% travel)
- Build, develop, and lead high-performing, collaborative, and proactive teams, leveraging digital capabilities to drive innovation and impact

Basic Qualifications:
Doctorate degree and 4 years of Engineering and capital projects delivery experience OR
Master’s degree and 7 years of Engineering and capital projects delivery experience OR
Bachelor’s degree and 9 years of Engineering and capital projects delivery experience
Preferred Qualifications:
- 10 + years of experience in Engineering, Project Development/Execution, Finance with focus on capital projects
- Advanced degree in Engineering, Business, Finance, or related field
- Strong understanding of financial planning and capital governance processes
- Excellent communication skills with the ability to operate effectively in a matrixed organization
- Strong executive presence and ability to influence senior stakeholders
- Strategic thinker with strong organizational and problem-solving skills
- Experience with internal audit and compliance frameworks

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
