PROVIDER QUALIFICATIONS AND EXPERIENCE
The Provider's team assigned to this project must possess, at a minimum, the following qualifications and experience:

A minimum of three years of experience implementing, receiving acceptance and approval for, of electronic data analytics solutions for SNAP, TANF/TCA, Medicaid, public benefits administration, financial assistance programs, fraud detection, quality assurance, or other similarly regulated environments;

Experience and expertise in the design, implementation, and deployment of implementations that include eligibility determination quality; and
-
Demonstrated commitment to quality, professionalism, customer service, and customer satisfaction.

Demonstrated experience implementing machine learning or predictive analytics solutions which provide decision-support recommendations within operational workflows of integrated eligibility systems within operational government, healthcare, financial assistance, eligibility, case management, or similarly regulated environments.

Demonstrated experience integrating analytics or artificial intelligence solutions with enterprise eligibility, case management, health and human services, or similar government systems.

Demonstrated experience collaborating with existing government system vendors or system integrators to implement analytics, artificial intelligence, predictive analytics, or decision-support capabilities within enterprise eligibility or case management systems.
DATA SECURITY AND CONFIDENTIALITY
The Provider, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope as specified in Section 11.4, Application and Data Security and Confidentiality, attached to the contract.
PROJECT MANAGEMENT PLAN
Create and submit the Project Management Plan (Plan) for successful planning, implementation, execution, training, managing, coordination, and support of the electronic data system, according to the Department's specific requirements and timelines. The Plan shall be submitted to the Department for approval within 30 calendar days of the Contract Start Date. Any changes requested by the Department shall be incorporated into the Plan, by the Provider. The Plan shall adhere to the following:

The Plan shall include a detailed Project Schedule of key tasks and sub-tasks, associated milestones, and deliverables for the project; identification of interdependencies between activities; strategy for tracking the timeliness and progress of the project and implementation; target completion dates; and any other documents delineating the tracking of the Project.

The Plan shall include an approach for completing each of the activities in the Project Schedule.

The Plan shall contain a Communication Plan that includes the communication type, purpose, frequency, delivery method, and owner.

The Plan shall contain an Organizational Change Management and Training plan, including training for system administrators, analysts, supervisors, and end users regarding system functionality, analytical results, machine-learning generated recommendations, recommendation explanations, confidence indicators, and appropriate use of system recommendations.

The Provider shall disseminate information to all Provider and Department Project Teams through transmittal methods directed by the Department, according to the Communication Plan.

The Plan shall include a Project Governance Structure which coordinates activities of both the Provider and the Department Project Teams, the Department's Integrated Eligibility System vendor, under the direction of the Department, including developer(s), business units, and stakeholders necessary to successfully implement the solution.

The Provider shall incorporate the Staffing Requirements using guidance in 6.3.

Project Management templates and methodologies used by the Provider must be approved by the Department.

The Provider shall include an Integration Management Plan describing the approach for integrating the solution with the Department's Integrated Eligibility System. The plan shall identify required interfaces, data exchanges, integration points, security requirements, testing activities, responsibilities of the Provider and Department system vendor, dependencies, risks, and implementation milestones.
