Introduction
The Office of the Director of the Pacific Center for Advanced Technology Training and Continuing Education (PCATT) is responsible for developing and providing training in advanced technology which enhances economic and workforce development programs and initiatives in the State of Hawaii and in the Pacific Rim. This unit also oversees management and operations of continuing education and lifelong learning programs of the College.
Duties and Responsibilities
1. Administration
The Director provides leadership to the overall advanced technology development of the College and the development, marketing and delivery of non-credit workforce-oriented training. In collaboration with industry partners, provides direction and support in establishing, communicating, achieving, and assessing short- and long-term development goals and initiatives to promote the workforce mission of the programs and campus.
- Develops and monitors budget and expenditure plan for all approved activities including staffing, equipment, acquisition plans, etc. and oversees the expenditures of funds for both allocated and special funds. Oversees inventory and equipment (new and replacement) needs for the unit. Manages and directs other financial resources for PCATT. Ensures compliance with applicable University regulations regarding non-credit programs.
- Directs operations of PCATT, including the development of appropriate labs and facilities in support of training.
- Develops, together with the Vice Chancellor of Academic Affairs, policies and procedures related to continuing education and its intersection with credit-based education.
- Ensures that the academic/instruction responsibilities of the faculty members and the duties and responsibilities of staff are performed at the highest level of achievement, to support and enhance post-secondary education, student learning outcomes, and well-being of the students; contribute to the community; and support the institution and the overall strategic missions of the respective areas of assignment and campus.
- Coordinates system-wide offerings and financial plans with the UH Community College System. Manages business-oriented advanced technology projects. Plans and coordinates advanced technology development in service to the State of Hawaii and other areas of the Pacific. Advises community college programs in creating internships for students in high technology firms and agencies.
- Oversees the development and offering of advanced training to support the State's efforts in meeting workforce demands, expanding corporate activity and supporting initiatives in new economy fields. This includes overseeing activities with public sector technology organizations in Hawaii.
- Researches and prepares proposals for external funding through appropriate grant sources. Administers grants. Serves as a resource person and facilitator to faculty engaged in grant preparation and implementation.
- Adhere to applicable laws, regulations, and policies and procedures of the University, raise awareness among staff, and direct them in such a way that University compliance requirements are met.
- Identify and mitigate through policy development/revision/enhancement and training, areas of risk and developing risk to the University, e.g., legal, financial, reputation, and compliance risk, and ensure team is aware and focused on addressing same.
2. External Relations
Develops and delivers PCATT/continuing education non-credit training. Plans, develops curricula, and implements non-credit courses and community service programs. Implements contract training when aligned with workforce development needs. Oversees the scheduling and assignment of classrooms. Recruits temporary faculty and lecturers to teach courses. Ensures that recruitment and selection processes adhere to the UH guidelines and procedures. Oversees the process for registration of non-credit students.
- Markets non-credit advanced technology education and training. Insures that the office publishes schedule of courses and events for the UH Community Colleges. Develops and delivers high-end technical training to businesses and industries. Delivers certification programs in specific industries. Offers demonstration of high technology capabilities and applications. Oversees the hiring of instructors and facilities use requests. Develops and operates new programs as required.
- Develops collaborative partnerships with industry leaders in support of advanced and relevant emerging training. These partnerships would include collaborating with corporations to deliver customized training in Hawaii which the community college system does not have the existing expertise or resources to offer.
- Oversees and directs the preparation of grant applications and resource development for PCATT activities which includes fund-raising for major gifts, scholarships, equipment donations, and other private support.
- Markets advanced and emerging technologies training to businesses and individuals in Hawaii and the Pacific Rim.
- Provides consultative services and assistance to startup high tech firms through incubation arrangements and programmatic connections for technology transfer and internships.
3. Other
Serves on committees as assigned. Assumes other responsibilities assigned by the Chancellor. As part of the administration team, initiates or contributes to the development of improved internal management practices and procedures and solutions to college-wide problems.
Minimum Qualifications
- Master’s Degree in technology, engineering, business, sciences, social sciences or related field plus 3 years of progressively responsible professional experience, or Bachelor’s Degree in technology, engineering, business, sciences, social sciences or related field plus 7 years of progressively responsible professional experience.
- Experience in an institution of higher learning involving teaching, counseling or academic support responsibilities which is at the Associate Professor, CC (C4) level or have demonstrated a record of comparable professional experience prior to appointment.
- Demonstrated experience in budget development and execution.
- Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- High level of computer literacy.
- Demonstrated experience in developing, coordinating and managing projects.
- Ability to comprehend and interpret administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
