ROLE AND RESPONSIBILITIES
We are looking for a Contracts Analyst to join our Muscatine-based team. This is an onsite-position that will work 4-days a week (Monday to Thursday) from our corporate headquarters in Muscatine, IA and one day a week from home.
This role is responsible for reviewing contracts and identifying compliance obligations related to documentation, reporting, and other regulatory requirements. The ideal candidate will bring a strong understanding of government contracting processes and the ability to work cross-functionally to ensure full compliance across the organization.
This role provides comprehensive analytical support and manages the administration of public sector contracts for multiple HNI companies, including complex and/or high-risk contracts. This role will develop, document, and communicate standard work and procedures related to core contract administration and will assist with contract sales volume reporting for complex contracts. This role will also support the HNI compliance program and communicate regularly with internal and external groups to ensure contract compliance.
Contract Review and Administration
- Analyze and interpret government contracts (federal, state, and local) and commercial contracts to identify documentation and reporting requirements.
- Continuously monitor Federal, State/Local, Education, Healthcare, and Cooperative contracts for changes in pricing, product, program, or terms. For certain contracts, utilization of the end customer’s electronic or manual contract modification processes will be required. Managed portfolio to include complex and/or higher risk contracts.
- Create Product Price Change Authorization documents (PPCAs) to support contracts and reflect modifications and/or changes and work with the Pricing Team to ensure contracts appropriately supported in our ERP System (Oracle EBS).
- Maintain contract listing and track and calendar important contract dates such as renewals, re-bids, and modification periods.
- Maintain contract summaries providing dealers and sales teams a reference guide with important contract details.
- Analyze contract performance for all contract renewals and new contract proposals.
- Develop, document, maintain, and communicate standard work and procedures related to core contract administration including contract sales volume reporting.
- Build a relationship with contracting specialists/officers, including GSA, and be the primary day-to-day contact. Partner with other business functions to improve overall understanding of the impact contracts have on HNI and the individual operating company.
- Serve as a subject matter expert. Respond to government business questions from other business functions, dealers, and the sales teams. Troubleshoot issues for government end users, contracting officers, and dealers.
Contract Compliance
- Develop and maintain compliance checklists and tracking tools to ensure fulfillment of all contractual obligations.
- Collaborate with Legal, Finance, Operations, and other departments to implement necessary compliance actions.
- Track compliance documents required of dealers such as Special Representative Agreements and flow-down letters.
- Collaborate with other team members to identify and develop process improvements to increase efficiencies and reduce compliance risk. Identify opportunities and offer recommendations to management for process improvements.
Audits and Reporting
- Save contract documents in a manner and location that complies with organization and team policies, and which can be referenced with relative ease upon a future contract audit.
- Assist in preparing reports, certifications, and audit responses related to government contracts.
- Assist with Federal, State/Local, Education, Healthcare, and Cooperative contract sales volume reporting and fee payments. Reports to include complex and/or higher risk contracts.
- Support internal and external audits, including gathering required documentation and tracking corrective actions. Provide support during audits and auditor site visits.
- Maintain organized records and documentation related to government contracts and compliance efforts.
- Create Business Intelligence (BI) reports as needed.
Other
- Monitor regulatory changes and updates that impact contract compliance requirements.
- Provide training and guidance to internal stakeholders on contract compliance obligations.
BASIC QUALIFICATIONS
- Bachelor’s degree in Business, Law, Public Administration, or a related field and 4+ years of experience.
OR
- Associate’s Degree and 8+ years of experience.
PREFERRED QUALIFICATIONS
- 5+ years of experience reviewing and managing government contracts in a corporate or legal setting.
OTHER SKILLS
- Excellent analytical skills and attention to detail.
- Strong communication and organizational abilities.
- Proficiency in Microsoft Office Suite; experience with contract management systems is a plus.
