Job Description
The Project Manager - Campus Commissioning (Cx) Lead serves as the Owner’s Representative and the primary management interface between the Client, the Commissioning Agent (CxA), and the onsite delivery team. In this capacity, the Cx Lead manages, coordinates, and directs all commissioning activities and stakeholders tied to critical project milestones, while providing clear, end-to-end reporting on commissioning progress. Responsibilities include identifying risks, validating assumptions, developing mitigation plans, and maintaining alignment across all stakeholders to support successful project delivery.
In addition, the Consultant Cx Lead develops the commissioning framework and plan for Levels L1 - L5 in line with the Owner’s requirements. This framework defines the overall strategy, quality procedures, activity sequencing, stakeholder responsibilities, ownership, and required tools. The Lead also develops the detailed project-level commissioning schedule and integrates it into the Integrated Master Schedule (IMS), ensuring full alignment between commissioning deliverables and the broader program timeline.
The Consultant Cx Lead then coordinates commissioning activities across contractors, equipment manufacturers, system integrators, General Contractors, DC operations, and the CxA. Through effective oversight and supervision, the Campus Lead ensures that both offsite and onsite commissioning activities are executed in accordance with the Owner’s requirements, supporting a safe, compliant, and timely path to operational readiness.
Main Duties & Engagement:
- Support the Client’s Project Management and Engineering teams in successful project delivery by ensuring full compliance with the program’s Quality and Commissioning requirements.
- Coordinate Cx activities across all stakeholders, including the General Contractor, vendors, and the Client, while providing leadership and management of the Commissioning Agent and quality teams.
- Monitor Cx progress and the completion of activities, initiating escalation where required, and report to Client senior management on the state of readiness for key critical project milestones such as Early Floor Access and Facility Ready etc.
- Identify, document, report, and escalate any commissioning deviations from program delivery standards, and promptly inform the Client team to enable timely corrective action.
- Provide Cx performance reporting against each critical project milestone, as well as overall progress across all phases of the program.
- Facilitate commissioning Kick off Meeting, Daily & weekly, with CxA, General Contractors, subcontractors and vendors to ensure alignment on project commissioning processes.
- Localize the client Cx Schedule & provide a list of commissionable assets and activities at local and at global scope.
- Establish and coordinate both offsite and onsite commissioning activities, and attend inspections and testing as required.
- Establish, communicate and coordinate the Operational training requirements and ensure that these are reflected in the schedule.
- Establish the Quality & Commissioning Framework for L1-L4 activity tracking. Establish and communicate the update process.
- Monitor the CxA team’s resource planning and deployment to ensure effective coverage of commissioning activities, and support the General Contractor, DC operations, QA inspectors with commissioning-related schedule queries.
Qualifications
- 12+ years of experience in construction quality management and commissioning, preferably in mission-critical or data center projects.
- Proven ability to lead QA/QC programs and commissioning activities for complex MEP systems.
- Strong knowledge of integrated systems testing, performance validation, and handover processes.
- Familiarity with commissioning platforms (e.g., Cx Alloy) and QA documentation tools.
- Bachelor’s degree in Engineering, Construction Management, or related field (advanced degree preferred).
- Professional certifications such as CxA, PMP, or PE are highly desirable.
- Expertise in relevant codes and standards (TIA-942, NFPA, NEC, IBC) and regulatory compliance.
- Excellent leadership, communication, and problem-solving skills; ability to manage multiple priorities in a fast-paced environment.
