ABOUT THE ROLE
Turner & Townsend Heery is seeking an Architecture Engineer & Construction Buyer- Construction Services to work on large-scale purchasing efforts for Architect/Engineering and Construction services.
This is a hybrid role. The Architecture Engineer & Construction Buyer- Construction Services would need to be in the office 2-3 days per week and could work offsite the remaining days.
Work involves being responsible for setting up agreements and contracts for vendors from start to finish, including frequent contact with county departments and officials and frequent contact with Project Managers. Supervision is an aspect of this role, coordination may be required over purchases being handled by more than one staff member. Work is performed independently within established policies, procedures, and purchasing regulations, and is reviewed by superiors through conferences and reports.
Responsibilities
- Contract & Agreement Management: Manage the end-to-end setup of vendor agreements and contracts; process purchase orders and change orders efficiently.
- Specifications & Bidding: Assist in preparing moderately complex specifications; tabulate and analyze bids to recommend vendor awards.
- Requisition & Quoting: Review and approve requisitions; solicit both verbal and written quotations from various sources.
- Expediting & Liaison: Act as a primary point of contact for using agencies, county officials, and vendors; expedite orders to ensure timely delivery and project progression.
- Compliance & Reporting: Maintain precise records and reports; adhere to SOX control responsibilities where applicable.
- Coordination: Provide oversight and coordination for purchases involving multiple staff members to ensure departmental alignment.
KNOWLEDGE, SKILLS, AND ABILITIES
- Purchasing Expertise: Deep understanding of industry-approved purchasing, inspecting, and shipping methods, specifically regarding A/E and Construction commodities. Ex. Short-lists, RFPs, RFQs, IFBs.
- Analytical Ability: Analyzing complex bid tabulations.
- Negotiation & Communication: Proven ability to meet and negotiate effectively with agencies and vendors; must possess strong oral and written communication skills.
- Regulatory Knowledge: Ability to operate within formal purchasing regulations and compliance frameworks (including SOX controls).
QUALIFICATIONS
- Knowledge and understanding of typical industry approved purchasing methods desired.
- Knowledge and understanding of sources of supply and of market and price trends.
- Ability to meet and negotiate with agencies and vendors.
- Ability to communicate effectively, both orally and in writing.
Education
- High school diploma, preferably supplemented by completion of some college-level courses in business administration; and some experience in the purchasing of a variety of supplies, materials, and equipment is desired.
COMPENSATION
- The salary range for this full-time role is $80k- 90k per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
