We are seeking a Manager – Business Personal Property, State and Local Tax Services, to join our State and Local Tax Services team. They’ll be responsible for managing all aspects of Business Personal Property (BPP) tax planning, compliance, and controversy for the organization. This role serves as the subject matter expert for BPP tax and partners closely with Finance, Accounting, and Operations teams, as well as external advisors to ensure accurate reporting, compliance across multiple jurisdictions, and optimization of tax positions. They may also support broader SALT initiatives as needed.
Responsibilities
Responsibilities are, but not limited to:
Business Personal Property Tax Compliance & Management
- Oversee the preparation, review, and timely filing of all business personal property tax returns across state and local jurisdictions.
- Ensure accurate asset classification, valuation, and situs determination in accordance with applicable laws and regulations.
- Maintain and enhance processes for tracking fixed assets subject to BPP taxation, collaborating with Fixed Asset and Accounting teams.
- Manage assessment notices, tax bills, and payment processes to ensure accuracy and timeliness.
Planning, Strategy & Risk Management
- Identify opportunities to minimize BPP tax exposure through effective classification, exemptions, abatements, and planning strategies.
- Monitor legislative, regulatory, and administrative developments affecting BPP and SALT and assess their impact on the business.
- Develop and recommend process improvements to strengthen controls, improve efficiency, and mitigate tax risk.
Audits, Appeals & Controversy
- Manage BPP tax audits and inquiries from state and local taxing authorities.
- Prepare and oversee appeals, exemptions, and refund claims; coordinate with internal stakeholders and external advisors (as needed).
- Negotiate with assessors and taxing authorities to achieve favorable resolutions.
Collaboration & Leadership
- Serve as the primary internal resource on business personal property tax matters.
- Partner with Finance, Accounting, Operations, Supply Chain, and Legal teams to align tax treatment with business activities.
- Manage relationships with third-party tax service providers and consultants.
- Mentor and provide technical guidance to staff or cross-functional partners, as applicable.
BASIC QUALIFICATIONS
The ideal candidate must:
- Have bachelor’s degree in accounting, finance, taxation, or a related field.
- Have 5–8+ years of experience in state and local tax, with significant hands-on experience in business personal property tax.
- Possess strong knowledge of BPP tax laws, valuation methodologies, and compliance requirements across multiple jurisdictions.
- Have experience managing audits and appeals with tax authorities.
- Have the proven ability to analyze complex data and communicate technical tax concepts clearly to non-tax stakeholders.
- Have a CPA, JD, or MST (strongly preferred).
- Have prior experience in a corporate tax department, public accounting, or a combination of both (preferred).
- Have experience with fixed asset systems and property tax software (preferred).
- Have a background supporting multi-state or multi-entity organizations (preferred).
- Possess strong project management and organizational skills with the ability to manage competing deadlines.
- Be detail-oriented with a high degree of accuracy.
- Possess effective written and verbal communication skills.
- Work independently while collaborating effectively in a team environment.
- Possess sound judgment, problem-solving skills, and a proactive approach to tax risk management.
