Eccalon is seeking a highly capable, detail-oriented, and execution-focused leader to head its Product Delivery Office. This role is ideal for an experienced Technical Program Manager, Program Manager, Product Manager, or senior Product Owner with a strong track record of managing cross-functional delivery efforts, improving operational rigor, and driving results across multiple product teams.
The Product Delivery Office Lead will oversee product delivery teams and product owners, taking strategic direction from the Vice President and translating it into coordinated, disciplined execution across the product portfolio. This leader will be responsible for ensuring that products maintain an aggressive and forward-moving delivery timeline, sustain a continuous pipeline of enhancements and upgrades, and evolve in ways that reflect customer needs and organizational priorities.
This role also ensures that all functions required to successfully deliver, release, roll out, document, and support products are aligned and actively moving in coordination with product and development teams. The ideal candidate is a self-starter who thrives in a fast-paced environment, can manage multiple efforts at once, and is constantly looking for smarter, better, and more efficient ways to improve delivery performance.
Key Responsibilities
Product Delivery Leadership
- Lead and manage the Product Delivery Office, including Product Owners, Program Managers, Technical Program Managers, Scrum Masters, and other agile delivery practitioners.

- Ensure all products maintain an aggressive but disciplined delivery pace aligned to organizational goals and customer needs.
- Drive consistency, accountability, and execution excellence across the delivery function.
- Oversee portfolio-level delivery planning and maintain visibility into progress, risks, dependencies, and readiness across multiple products and initiatives.
Delivery Frameworks, Governance, and Standards
- Define, implement, and continuously improve product delivery methodologies, governance models, standards, and best practices across all product teams.
- Establish delivery metrics, KPIs, dashboards, and reporting mechanisms to track product health, release readiness, execution performance, and delivery predictability.
- Create and manage delivery governance processes, including stage gates, risk reviews, quality checkpoints, and readiness reviews.
- Ensure product roadmaps are translated into executable work plans with clear ownership, milestones, and success criteria.
- Standardize delivery expectations while allowing for flexibility where product and program complexity requires it.
Continuous Enhancement and Customer-Aligned Delivery
- Ensure each product has a continuous enhancement, upgrade, and improvement pipeline that reflects customer needs, user feedback, strategic priorities, and operational realities.
- Work closely with product owners and development leadership to ensure teams are building the right things in the right sequence.
- Reinforce a delivery model that supports both near-term execution and long-term product maturity.
- Help ensure customer needs are clearly understood and translated into delivery priorities, product improvements, and release planning.
Cross-Functional Coordination and Delivery Readiness
- Serve as the central coordinating lead across product, development, design, operations, support, implementation, communications, and other key functions needed to enable successful product delivery.
- Work cross-functionally with development teams to ensure alignment between product priorities, technical execution, and delivery commitments.
- Ensure all supporting functions necessary for successful releases and rollouts are engaged, prepared, and progressing on time.
- Oversee delivery readiness activities, ensuring that documentation, user guides, training materials, communications, rollout plans, and support resources are in place for launches, upgrades, and transitions to operations.
- Ensure products are not only built and released, but are positioned for effective rollout, adoption, sustainment, and support.
Cross-Team Coordination and Dependency Management
- Orchestrate delivery planning across multiple product teams and coordinate complex interdependencies across functions, platforms, and initiatives.
- Identify, manage, and resolve blockers, delivery conflicts, resource issues, and competing priorities that could affect timelines or outcomes.
- Lead portfolio-level planning and status review sessions to maintain alignment and transparency.
- Maintain strong awareness of shared dependencies, integration points, and resource demands across delivery efforts.
Process Optimization and Tooling
- Continuously assess delivery workflows, team effectiveness, and operational processes to identify opportunities for improvement.
- Recommend and implement process enhancements, automation opportunities, and operational efficiencies that improve speed, quality, and predictability.
- Evaluate, implement, and manage delivery tooling and platforms that support the product development lifecycle.
- Champion strong delivery discipline and consistent use of tools, templates, and reporting approaches across teams.
- Promote a culture of continuous improvement, innovation, and practical problem-solving.
Risk Management and Escalation
- Proactively identify product delivery risks and partner with product, engineering, and leadership teams to develop mitigation strategies.
- Manage escalation processes for delivery issues, ensuring the right stakeholders are informed and engaged at the right time.
- Lead retrospectives, lessons-learned sessions, and post-delivery reviews to address systemic issues and improve future execution.
- Ensure key risks, decisions, and tradeoffs are visible and documented.
Stakeholder Management and Communication
- Provide regular, clear, and actionable delivery updates to executive leadership and key stakeholders.
- Facilitate communication between product, engineering, design, business, and support teams to ensure alignment and accountability.

Which companies sponsor visas for product management leads in Maryland?
Federal contractors and technology firms are the most active sponsors in Maryland. Companies like Booz Allen Hamilton, Leidos, SAIC, and Northrop Grumman sponsor product management leads, as do health tech organizations tied to the Johns Hopkins and NIH ecosystems. Cybersecurity firms concentrated in the Columbia and Annapolis Junction corridor also have consistent sponsorship track records for senior product roles.
Which visa types are most common for product management lead roles in Maryland?
The H-1B is the most common visa for product management leads in Maryland, as these roles typically require a bachelor's degree in a relevant field such as computer science, engineering, or business. Some candidates with extraordinary achievement pursue the O-1A. Intracompany transfers on L-1A or L-1B visas are also relevant for leads joining large Maryland-based contractors from overseas offices.
Which cities in Maryland have the most product management lead sponsorship jobs?
Bethesda and Rockville lead in volume, driven by NIH-adjacent health tech and biotech employers. Baltimore has a growing product management scene anchored by financial services firms and health systems like Johns Hopkins Health System. Columbia, Gaithersburg, and the broader Montgomery County tech corridor also generate steady product management lead openings with sponsorship, particularly among federal IT contractors.
How to find product management lead visa sponsorship jobs in Maryland?
Migrate Mate filters job listings specifically by visa sponsorship eligibility, making it straightforward to find product management lead roles in Maryland without sorting through positions that won't support international candidates. You can narrow results by location within the state to focus on high-density corridors like Montgomery County or Baltimore. Migrate Mate also surfaces employer sponsorship history, which is especially useful when targeting Maryland's federal contractor market.
Are there state-specific considerations for product management leads pursuing sponsorship in Maryland?
Maryland's concentration of federal contractors introduces a practical consideration: many roles require security clearances, and non-U.S. citizens are generally not eligible for clearances, which can limit sponsorship opportunities at some firms. However, commercial-facing product roles at the same employers, particularly in health IT and enterprise software, often do not carry clearance requirements and remain accessible to sponsored candidates.
What is the prevailing wage for sponsored product management lead jobs in Maryland?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
