POSITION OVERVIEW: The Operations Project Manager II is responsible for the independent planning, execution, and delivery of moderate-scope manufacturing and operations projects. This role ensures on-time, on-budget, and high-quality delivery by owning execution strategy and leading cross-functional coordination across Manufacturing, Engineering, Project Management, Purchasing, Quality, Logistics, and Production Planning. The OPM II exercises independent judgment, drives execution accountability, mitigates operational risk, and supports continuous improvement initiatives aligned with TAS operational excellence standards.
KEY JOB RESPONSIBILITIES:
- Independently develop, own, and execute Production and Project Execution Plans aligned with contractual, financial, and operational objectives.
- Lead cross-functional execution activities and drive accountability across Manufacturing, Engineering, Purchasing, Quality, Logistics, and Planning.
- Own project-level cost and schedule performance, including CPI/SPI analysis, ETC/EAC forecasting, and recovery planning.
- Identify, assess, and mitigate execution risks related to labor, materials, capacity, design maturity, and vendor performance.
- Lead corrective action planning for execution variances impacting cost, schedule, or quality.
- Represent Operations in project team meetings and execution decision forums as a key-member of the project team, along with the PM and Project Engineer.
- Work closely with the EPC Scheduler on internal, customer and vendor schedules to ensure that execution plans are in alignment.
- Create redlines for shop drawings and initiate and communicate ECNs based on shop floor redlines.
- Develop detailed labor forecasts and resource plans to support fabrication and assembly execution.
- Support recovery planning and reprioritization when execution constraints or changes arise.
- Participate in design reviews to assess constructability, sequencing, and execution risk.
- Support lessons-learned activities and contribute to standard work and best-practice documentation.
- Develop and maintain work breakdown structure for projects.

RELEVANT WORK EXPERIENCE:
- Minimum of 5-8 years of progressive experience in manufacturing, operations, or project execution roles within a heavy or industrial environment.
- Demonstrated experience independently managing projects or major work scopes.
- Proven ability to lead cross-functional teams and drive execution accountability.
- Familiarity with Fabrication, Welding & Assembly processes.
- Experience in developing & monitoring Labor Budgets, ETC / EAC for the projects.
- Experience in building and working with bills of material and monitoring work orders in an MRP system.
- High proficiency in Blue Print reading and P&ID interpretation.
- Experience with Lean (or other waste elimination processes), ISO 9001 (or other QMS).
- Prior experience in modular manufacturing is a plus.
EDUCATION AND TRAINING:
- Bachelor’s degree in Industrial or Mechanical Engineering from an accredited four-year engineering program.
- A substitution of military leadership and/or technical work experience will be considered in lieu of an engineering degree.
- Six Sigma Green Belt Certification is a plus.
