This is a multi-level posting. Candidates may be considered for any of the levels posted, depending on their level of experience and depth of expertise.
ROLE AND RESPONSIBILITIES
This position is responsible for advanced functional expertise and guidance in the consolidation, analysis and assimilation of measurement data and serves as a technical resource to the associate and measurement analysts. This position uses advanced mathematical and measurement knowledge to analyze and consolidate measurement data utilizing reporting tools and software to calculate all volumes entering and leaving the pipelines accurately and on a timely basis; corrects any errors in measurement and gas quality to ensure the measured volumes entering and leaving the pipeline system are custody transfer quality; helps to resolve any unaccounted for gas and prior period adjustments to meet departmental goals and ensure customers are invoiced accurately and in a timely manner.
- Lead effort to ensure that desirable pipeline unaccounted for results and the economic impact associated with same are minimized by providing accurately analyzed and consolidated data for pipeline balance.
- Act as a point of contact for both internal and external customer service as it relates to measurement data.
- Maintain the measurement database for all historical volumetric and gas quality information for all stations on the pipeline system. Numerous and various reports are prepared and provided to internal and external customers.
- Maintain accurate records of all measurement reports, such as meter calibration reports as the measurement analysis group is the office of record for all measurement documents required for contractual and litigation issues.
- Work closely with field operations in setting up new measurement facilities and ensure they are in the balance report for accurately balancing the pipeline.
- Ensure the integrity of electronic flow measurement (EFM) data. Resolve exceptions inclusive of system processing errors, missing or incorrect data and physical parameters related to the measurement of natural gas.
- Identify issues and recommend solutions to correct problems pertaining to measurement and the processing of the data.
- Work closely with the IT staff when enhancements or new software is upgraded for measurement-related applications.
- Work with operations and IT to identify incorrect data from SCADA host and ensure resolution to correct inaccuracies.
- Process prior period adjustments (PPAs) to measurement data that have been identified as being inaccurate for previous month's volumes.
- Write and revise procedures for the measurement function, provide training regarding measurement data processes and satisfy audit and other data requests.
- Process or reprocess all measurement data from orifice and positive charts, accurately and in a timely manner, for calculation of custody transfer and other volumes used for billing and payment of transactions. Anomalies are identified and resolved with field personnel and other sources.
- This position acts as a point person for various task forces relating to measurement information.
- Provide technical validation of gas analyses and quality information received based on reasonableness checks and historic information.
- Provide technical input to assist in development of project planning.
- Perform any additional responsibilities as requested or assigned.
BASIC QUALIFICATIONS
- Bachelor's degree in business administration, or related field; or equivalent work experience. (Typically, four years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
- The Measurement Analyst I position requires zero to two years of related measurement experience in the energy industry.
- The Measurement Analyst II position requires three to five years of related measurement experience in the energy industry.
- The Sr Measurement Analyst position requires five or more years related measurement experience in the energy industry.
- Advanced mathematical skills to quickly and accurately identify measurement discrepancies during the month-end close process.
- Strong PC skills and working knowledge of Word and Excel.
- Possess the ability to adapt to technology changes in the measurement industry as they occur.
- Working environment characterized by peak loads and severe time constraints.
- Must be able to work overtime and weekends as necessary to meet monthly close deadlines.
- Effective oral and written communication skills as well as presentation skills.
- Effective analytical and problem-solving skills.
- Ability to prioritize and handle multiple tasks and projects concurrently.
