Why does the job exist?
The primary responsibility of this position is to serve as the Program Manager for the Agriculture Compliance Section (permitting program) within the Ground Water Quality Bureau. The role ensures consistency and timely actions in processing discharge permit applications and related tasks. This position is accountable for reviewing discharge permits, overseeing corrective actions, preparing testimony, and acting as an expert witness for the New Mexico Environment Department (NMED) on water quality matters related to discharge permits. The permits are governed by the New Mexico Water Quality Act, the Ground and Surface Water Protection Regulations (20.6.2 NMAC), and the Dairy Rule (20.6.6 NMAC). Additionally, this role will help identify, prioritize, and implement strategies to enhance program effectiveness in regulating agricultural, mining, reuse, industrial/UIC and/or domestic wastewater sites, often serving as a technical expert and leading efforts on various permitting issues. The position also supervises a team of highly qualified technical positions.

Program administration and planning: Ensure that program administrative procedures are followed, that program objectives are met, and that special projects to improve program effectiveness are identified and implemented. Follow applicable Bureau and Department policies and requirements for timekeeping, federal grant reporting, training, leave and other applicable matters.

Supervising staff: Provide technical and administrative supervision of bureau staff through positive and progressive leadership and personnel management; exhibit a willingness and ability to identify individual employees' strengths and weaknesses; and oversee staff's professional development. Develop policies, Standard Operating Procedures and other guidance documents for staff and the regulated community.

Discharge permit processing and/or prioritizing of staff processes: Respond to Notices of Intent and issue discharge permits in a manner that is consistent with the Water Quality Act, Water Quality Control Commission regulations and policies, and is protective of ground water quality. Products must be technically sound, well-written, clear and concise. Technical and regulatory complexity of assigned discharge permits will increase commensurate with position classification.

Providing technical testimony and reviewing data: Prepare written testimony for permit and rule hearings by applying technical knowledge and consulting applicable rules/regulations and statutes.

Review staff documents and permittee reports for technical accuracy and compliance with regulations. Exercise good judgment and take effective actions and resolve complex issues.

Minimum Qualification
Bachelor's Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and eight (8) years of relevant experience, six (6) years of which must be in a supervisory role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Work is performed primarily during regular business hours, although occasional work outside of normal business hours is required. Some in-state travel and overnight stays required. Occasional outdoor field work required in all types of weather conditions. This position will require extended periods of driving, sitting, typing and reviewing documentation, working on a computer and attending meetings both virtually and in person.
