This position exists to ensure successful oversight and implementation of major IT projects and acquisitions within the State of New Mexico through the application of project management best practices. This includes actively engaging in continuous improvement initiatives to enhance the management and oversight of large IT projects.

ROLE AND RESPONSIBILITIES
This position plays a key role in supporting both current and future Enterprise Project Management initiatives within the Department of Information Technology (DoIT). We need individuals who can effectively review plans, manage, lead, and participate in multiple projects—regardless of their size or complexity, whether hands-on or in an oversight capacity. As part of a collaborative team, this role helps define and monitor project parameters, ensures successful outcomes, and provides early detection and intervention for projects that may be at risk.
Key responsibilities for this position are:
- Review major projects and analyze complex issues, identify project gaps, and develop actionable mitigation plans.
- Partner with Executive Branch agencies early in the Software Development Lifecycle (SDLC) to help with overall planning and early identification of requirements and risk areas.
- Review and make recommendations to IT procurement related documents including draft RFPs, proposal/system requirements, and contract SOW as required and make recommendations for improvements.
- Work as part of a larger team to actively manage the statewide project portfolio and maintain an overall schedule view with major milestones across projects.
- Make recommendations on project performance improvements, project funding requests, project change requests and exceptions to any applicable policies.
- Report on project status, progress, and budget (for assigned projects) to executive leadership including all oversight bodies, executive agencies and/or internal/external stakeholders.

MINIMUM QUALIFICATIONS
Bachelor's Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and six (6) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. CAPM/PMI-ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience.
EMPLOYMENT REQUIREMENTS
Must possess and maintain current ID or Driver's License. Pre-employment background investigation is required, and employment is conditional pending results.
WORKING CONDITIONS
Must carry a state issued cell phone. Ability to be mobile and work between Santa Fe and Albuquerque office agencies. Office setting in both Santa Fe and Albuquerque offices, extensive personal computer, and telephone usage with extended periods of sitting. Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Travel to state agencies is required. Ability to lift up to 50 lbs.
