Senior Project Manager (IT Focus)
Overview
We are seeking an experienced Senior Project Manager (Sr. PM) to support our agency in establishing strong project governance, managing a diverse project portfolio, and driving the successful delivery of key initiatives. This role will operate as both a strategic leader and hands-on project manager, with a strong emphasis on IT-related projects.
Key Responsibilities
1. Project Governance \& Standards
- Develop and implement project governance frameworks, policies, and best practices.
- Establish standardized methodologies, templates, and reporting processes (e.g., Agile, Waterfall, Hybrid).
- Ensure compliance with governance standards across all projects.
- Recommend improvements to enhance project delivery maturity.
2. Portfolio Management
- Oversee and administer the agency’s project portfolio, ensuring alignment with strategic priorities.
- Support prioritization, resource allocation, and capacity planning.
- Provide portfolio-level reporting and insights to leadership.
- Identify risks, dependencies, and opportunities across projects.
3. Requirements Gathering \& Project Initiation
- Lead requirements elicitation efforts for backlog projects (stakeholder interviews, workshops, documentation).
- Translate business needs into clear, actionable requirements and project plans.
- Collaborate with business and technical stakeholders to define scope and objectives.
4. Project Delivery \& Execution
- Directly manage several projects simultaneously, ensuring:
- On-time delivery
- Budget adherence
- Scope and quality control
- Apply strong IT project management practices (software development, infrastructure, systems integration, etc.).
- Proactively identify and mitigate risks and issues.
5. Leadership \& Team Support
- Serve as a senior resource and mentor to other project managers.
- Provide guidance, troubleshooting, and best practices support.
- Foster a collaborative and accountable project management culture.
6. Executive Reporting \& Communication
- Prepare and deliver clear, concise reports and presentations for the CIO and executive leadership.
- Communicate project status, risks, and recommendations effectively.
- Act as a trusted advisor to stakeholders at all levels.
Required Qualifications
- 8+ years of project management experience, with a strong focus on IT projects.
- Demonstrated experience with:
- Project governance frameworks
- Portfolio management
- Requirements gathering and stakeholder engagement
- Proven ability to manage multiple complex projects simultaneously.
- Experience working with or reporting to executive leadership (CIO, executives).
- Strong knowledge of project management methodologies (PMBOK, Agile, Scrum, Hybrid).
- Excellent communication, facilitation, and leadership skills.
Preferred Qualifications
- PMP, PgMP, or equivalent certification.
- Experience in government or public sector environments.
- Familiarity with PPM tools (e.g., MS Project, Smartsheet, Jira, ServiceNow).
- Experience building or improving PMOs or governance frameworks.
