WSP is seeking a full time Senior Civil Engineer for our Portland/Vancouver offices. This role is part of our civil engineering team and will support the delivery of upland civil engineering and site development work for a variety of port, waterfront, industrial, and transportation related infrastructure projects.
This role involves providing technical leadership and guidance for multi site/phase civil infrastructure projects. Tasks may include assisting with the research, design, concept development, planning, and construction of upland civil facilities such as roadways, drainage and stormwater systems, utilities, industrial sites, cargo yards, parking and access improvements, and public facing infrastructure. Responsibilities may also include preparing and substantiating reports and documentation regarding materials, installations, and construction specifications.
The engineer in this role will ensure that all responsibilities are delivered with a level of quality that meets or exceeds industry standards for design, safety, resilience, sustainability, and functionality. Typical responsibilities include developing plans, specifications, schedules, and cost estimates; supporting design coordination across civil, structural, geotechnical, and environmental disciplines; and contributing to integrated solutions for complex upland civil development challenges.

Your Impact
- Apply advanced civil engineering techniques across all project phases from concept development through preliminary design, final design, procurement, construction, and operation.
- Lead and perform civil engineering analysis and design for civil, marine adjacent, industrial, commercial, and transportation infrastructure.
- Develop plans, specifications, cost estimates, design reports, and construction packages for upland civil components (grading, drainage, utilities, pavements, stormwater systems, access improvements, and site development).
- Prepare site grading and civil design using AutoCAD Civil 3D software in support of developing site plans, profiles, cross sections, and civil detailing.
- Perform engineering calculations supporting broader design efforts, including stormwater analyses associated with conveyance networks and water quality features that meet Department of Ecology requirements.
- Coordinate with internal structural, geotechnical, environmental, and coastal engineering groups to deliver multidisciplinary solutions.
- Establish and maintain relationships with key port clients and actively participate in business development.
- Conduct field reviews, site investigations, and civil assessments to support design development.
- Interface professionally with permitting authorities, contractors, and other stakeholders in a professional and collaborative manner.
- Maintain strong QA/QC standards and contribute to proposals, scopes, and design level efforts.
- Remain current in latest civil engineering techniques and practices.
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

Who You Are
Required Qualifications
- Bachelor’s degree in Civil Engineering.
- 7 to 10 years of relevant post education professional civil engineering experience, with 5+ years focused on upland civil/site development.
- Professional Engineer (PE) license in OR and/or WA, or ability to obtain within 6 months of hire.
- Proficient with civil engineering principles, practices, process, design/build, and the application to permitting and project work-related issues.
- Demonstrated experience in business development activities, including identifying and pursuing opportunities, supporting proposal development, building and maintaining client relationships, and collaborating with technical and leadership teams to position services and deliver winning strategies.
- Demonstrated experience with upland civil infrastructure (grading, drainage, utilities, pavements, stormwater, site development, construction phasing plans).
- Understanding of applicable civil codes, standards, and permitting requirements.
- Experience supporting or leading civil design tasks in multidisciplinary project settings.
- Highly proficient in AutoCAD Civil 3D, including site grading using grading objects and roadway corridors, and discipline related design tools.
- Highly proficient in technical writing and communication skills.
- Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an engineering and non-engineering audience.
- Ability to lead tasks, mentor junior staff, support project management, and work with limited supervision consistent with WSP’s Career Compass expectations.
- Demonstrated commitment to high quality, safe, and ethical design practices.

Preferred experience in port, waterfront, and marine adjacent civil infrastructure, including:
- Experience working with Port of Portland, OR and/or Port of Vancouver, USA.
- Experience delivering civil engineering work for port sector, industrial, or waterfront clients.
- Experience with upland civil engineering supporting environmental cleanup, redevelopment, or contaminated site infrastructure.
- Familiarity with dredging adjacent civil elements (upland access, staging areas, transport corridors, utilities, or drainage considerations).
- Experience with infrastructure resilience or coastal/riverine adjacency considerations.
- Familiarity with federal design standards (UFC/UFGS) for waterfront related civil engineering.
- Experience managing small to mid-size design packages or task orders.
- Experience coordinating with regulatory agencies on complex civil infrastructure permitting.
- Working knowledge of the Ecology Stormwater Management Manual for Western Washington and how to apply it to drainage design.
- Experience with other discipline-specific design software preferred, i.e. WWHM, StormShed3G, WaterGEMS, etc.
