NTT DATA's Client is currently seeking a Senior IT Project Manager - Oracle EBS Upgrade to join their team in Pittsburgh, Pennsylvania (hybrid).
Job Description:
We are seeking an experienced Senior IT Project Manager to lead a complex, enterprise-scale Oracle E-Business Suite (EBS) upgrade from initial planning through production deployment, hypercare, and stabilization.
The ideal candidate will have 10+ years of IT project/program management experience, including hands-on leadership of at least two full-lifecycle Oracle EBS upgrades or major Oracle EBS transformation initiatives.
This role will be responsible for managing the overall scope, schedule, budget, resources, risks, dependencies, governance, vendors, testing, cutover, and stakeholder communications. The Project Manager will coordinate across business, functional, application, technical, database, infrastructure, integration, security, testing, and third-party teams to ensure successful delivery.
The successful candidate should be comfortable working with senior business leaders, IT leadership, Oracle/support organizations, system integrators, implementation partners, contractors, and third-party vendors in a complex enterprise environment.
Key Responsibilities:
Oracle EBS Upgrade Leadership
- Lead the end-to-end Oracle EBS upgrade lifecycle, including planning, assessment, design, build, remediation, testing, deployment, hypercare, stabilization, and project closure.
- Develop and maintain the overall upgrade strategy, roadmap, delivery milestones, and integrated project schedule.
- Coordinate activities across Oracle EBS applications, databases, infrastructure, integrations, security, customizations, environments, and third-party applications.
- Ensure application, technical, infrastructure, and business workstreams remain aligned throughout the upgrade.
- Manage upgrade dependencies, compatibility considerations, customization remediation, integration readiness, and environment planning.
Project Planning & Delivery Management
- Develop and manage the Integrated Project Plan, including milestones, critical path, dependencies, resources, budgets, and delivery schedules.
- Manage multiple concurrent workstreams across business and technology organizations.
- Track project progress against scope, schedule, budget, quality, and resource commitments.
- Identify schedule conflicts, resource constraints, and cross-workstream dependencies and drive them to resolution.
- Ensure project deliverables, documentation, approvals, and stage-gate requirements are completed according to agreed timelines.
Governance, RAID & Change Control
- Establish and manage effective project governance and operating cadence.
- Maintain comprehensive RAID logs covering Risks, Assumptions, Issues, and Dependencies.
- Drive risk identification, mitigation planning, issue resolution, and appropriate escalation.
- Establish and manage project change-control processes, including assessment of scope, schedule, resource, and financial impacts.
- Facilitate project governance meetings, leadership reviews, and decision-making forums.
- Provide clear and concise project health reporting, milestone tracking, and executive dashboards.
Testing Governance
Lead overall testing governance across:
- System Integration Testing (SIT)
- Regression Testing
- User Acceptance Testing (UAT)
- Performance Testing

Coordinate testing schedules, environment readiness, business participation, and entry/exit criteria.
- Oversee defect management, prioritization, resolution, and escalation.
- Ensure critical business processes, integrations, customizations, and interfaces are appropriately validated before production deployment.
- Drive business and operational readiness for go-live.
Cutover & Go-Live Management
- Develop and manage the comprehensive cutover strategy and detailed cutover plan.
- Coordinate and lead mock cutovers / dress rehearsals to validate deployment procedures and timing.
- Establish production readiness and go/no-go criteria.
- Lead production deployment and command-center activities across all participating teams.
- Coordinate business, application, infrastructure, integration, security, database, and vendor teams during cutover.
- Manage post-production hypercare and stabilization, ensuring issues are prioritized and resolved effectively.
- Facilitate transition to steady-state production support and formal project closure.
Stakeholder & Executive Management
- Serve as the primary project management interface across business and IT stakeholders.
- Facilitate executive steering committee meetings, project governance reviews, and cross-functional workstream meetings.
- Communicate project status, risks, dependencies, decisions, financials, and milestones clearly to senior leadership.
- Drive timely decision-making and escalate critical issues when necessary.
- Build alignment among business stakeholders, technology teams, and external delivery partners.
Vendor & Partner Management
- Coordinate internal teams, contractors, Oracle resources, implementation partners, consulting organizations, system integrators, and third-party vendors.
- Establish clear ownership and accountability for vendor deliverables.
- Track partner commitments, dependencies, deliverable quality, and schedule performance.
- Facilitate resolution of cross-vendor and cross-team dependencies.
Financial & Resource Management
- Manage project budgets, forecasts, financial performance, and resource capacity.
- Monitor actuals against forecasts and identify financial or resource risks.
- Manage project staffing requirements and capacity across multiple workstreams.
- Maintain project metrics, documentation, dashboards, and executive-level reporting.
Must-Have Qualifications
- 10+ years of IT Project / Program Management experience, including large-scale enterprise application implementations, upgrades, or transformation programs.
- 5 to 7 years of hands-on project management experience leading at least two full-lifecycle Oracle EBS upgrades or major Oracle EBS transformation initiatives.
- 5+ years of demonstrated experience managing mid- to high-complexity ERP/application upgrade programs involving multiple business functions, integrations, technical dependencies, and workstreams.
- 5+ years of strong understanding of Oracle EBS architecture, modules, integrations, customizations, environments, and upgrade dependencies.
- 5+ years of experience managing Oracle EBS upgrade activities including:
- Impact assessments
- Customization remediation
- Integration testing
- Regression testing
- UAT
- Performance testing
- Cutover
- Production deployment
- Hypercare and stabilization
- Strong experience managing large cross-functional and multi-workstream teams.
Proven experience developing and managing:

- Strong executive communication, stakeholder management, facilitation, negotiation, risk management, and problem-solving capabilities.
- Working knowledge of SDLC, release management, testing methodologies, and IT change-control processes.
- Experience with project management and collaboration tools such as Microsoft Project, Smartsheet, Jira, Confluence, ServiceNow, or equivalent.
- Bachelor's degree in Information Technology, Computer Science, Business, Engineering, a related discipline, or equivalent professional experience.
Preferred Qualifications
- Experience managing Oracle EBS Release 12.2.x upgrades.
- Strong familiarity with Oracle EBS functional areas, integrations, customizations, and supporting Oracle technologies.
- Experience delivering ERP/application programs within regulated environments.
- Experience supporting global or multi-business-unit deployments.
- Experience working with geographically distributed business and technology teams.
- PMP, PgMP, PMI-ACP, SAFe, Scrum, or similar project/program management certification.
- Experience with Thermo Fisher Project Governance is highly desirable.
