JOB SUMMARY/ESSENTIAL JOB FUNCTIONS:
The Account and Budget Manager oversees comprehensive financial operations for the College of Dentistry, including budgeting, reporting, accounting, grants, and compliance under the supervision of the Director of Finance and Assistant Dean of Finance and Administration. This role blends strategic planning with hands-on financial management across academic units, dental clinics, and auxiliary services.
- Builds on the annual and multi-year budget development process for all college units, including dental clinics, graduate programs, and auxiliary operations.
- Partners with department chairs, clinic directors, and the Sponsored Programs Office to gather historical financial data, forecast enrollment, patient volumes, and grant commitments.
- Oversees preparation, analysis, and distribution of monthly, quarterly, and annual financial statements for all dental clinics, academic units, and restricted accounts.
- Generates detailed income/expense and revenue/production reports using AxiUm and Banner—incorporating patient ledger data, faculty extra-service pays, and grant burn rates—to inform clinic operations and academic planning.
- Supervises daily accounting operations: general ledger maintenance, journal entry approvals, bank and credit-card reconciliations, and cashiering oversight.
- Negotiates budget revisions and carry-forward requests with university finance; secures approvals for mid-year reallocations or new clinic site funding.
- Develops and maintains interactive dashboards (Power BI/Cognos) tracking key metrics: revenue per clinic operator, cost per procedure, accounts receivable aging, and budget utilization.
- Oversees payroll cycle activities, faculty extra service pay in AxiUm, and staff payroll reconciliation; ensures compliance with payroll policies and grant cost-share requirements.
- Collaborates with faculty and Sponsored Programs to design grant budgets, justifications, and cost-sharing schedules in compliance with Uniform Guidance (2 CFR §200), NIH, HRSA, and university policy.
- Drafts, reviews, and updates college-level financial policies and standard operating procedures, including billing and revenue cycle protocols, cashiering procedures, and travel and payroll guidelines.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS:
Education: Bachelor’s Degree. (TRANSCRIPT REQUIRED)
Experience: Four (4) years of experience in financial management, accounting, or budget administration; OR a combination of education and experience to equal eight (8) years.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of fund accounting, GAAP, federal grant regulations, and university financial policies.
- Skill in financial modelling, variance analysis, and executive-level presentation of complex data.
- Ability to design and implement internal controls over cash handling, revenue cycle, and compliance processes.
- Ability to lead, coach, and develop cross-functional teams, including Sr. Fee Control Clerks, Admitting Clerks, Accounting Assistants, and Reconciliation Specialists.
- Knowledge of dental clinic operations, patient billing workflows, and AxiUm software.
- Skill in leveraging ERP and BI tools (Oracle Financials, Banner, Cognos, Power BI) to create interactive dashboards and reports.
