ABOUT THE ROLE
ASRC Federal is seeking a Business Development Analyst to support our Civilian portfolio, with a particular focus on the Department of Transportation (DOT) and the Federal Aviation Administration (FAA). This role supports the Civilian Account Executive and the Operating Group VP of Business Development, providing critical support across task order execution, pipeline analytics, and market intelligence.
Candidates with experience supporting DOT, FAA, or other civilian agencies are preferred, but prior DOT/FAA experience is not required. Experience working with internal and external stakeholders in a business development environment is highly valued.
Work location: Reston, VA / Hybrid (must be flexible to work onsite 2-3 days a week)
Responsibilities
Portfolio & Task Order Support:
- Support the Civilian Account Executive in managing day to day BD operations across DOT, FAA, and other civilian agencies.
- Coordinate task order requirements, internal approvals, and documentation to ensure timely, compliant submissions.
- Maintain awareness of civilian agency procurement activity, including recompetes, new business, and emerging task order needs.
Pipeline, Forecasting & Analytics:
- Maintain accurate CRM pipeline data for all Civilian opportunities; monitor shifts in customer priorities, funding, and acquisition timelines.
- Develop pipeline analytics, including win/loss trends, portfolio health metrics, and gap analyses to support strategic decision making.
- Track and forecast bookings and revenue impacts based on opportunity value, period of performance, and anticipated start dates.
Cost Estimation & BD Operations:
- Build bottom up cost estimates for new business and task order pursuits; track BD expenditures and provide weekly/monthly reporting.
- Coordinate internal project ID setups, workforce entries, and charging accuracy for BD and capture activities.
- Support vendor and consultant onboarding, including agreements, hours approvals, and invoice management.
Market Research & Competitive Intelligence:
- Conduct market research using Deltek, USASpending.gov, SAM.gov, DOT/FAA procurement forecasts, and other civilian agency resources.
- Analyze competitive landscapes, incumbent performance, and acquisition trends across DOT, FAA, and broader Civilian markets.
Customer, Partner & Stakeholder Engagement:
- Execute call plans and coordinate meetings with DOT, FAA, and other civilian customers, industry partners, and teaming organizations.
- Engage with internal stakeholders—including capture managers, solution leads, pricing, contracts, and operations—to support pursuit readiness and alignment.
- Attend relevant industry events, conferences, and working groups to support account growth and maintain situational awareness.
Process, Governance & Reporting:
- Support Opportunity Gate Reviews, including scheduling, documentation, and SharePoint management.
- Prepare Civilian portfolio inputs for monthly, quarterly, and annual business reviews.
- Ensure BD and capture teams follow ASRC Federal capture processes, procedures, and training requirements.
- Support BD HQ requests related to Civilian pipeline, reporting, and operational alignment.
BASIC QUALIFICATIONS
- Bachelor’s degree in a related field.
- Minimum of 3+ years of business analyst, BD operations, or capture support experience in a federal contracting environment.
- Experience supporting DOT, FAA, or other civilian agencies is preferred but not required.
- Experience interfacing with internal and external stakeholders in support of business development activities.
- Proficiency with MS Office, including advanced Excel and PowerPoint.
- Experience with Microsoft Dynamics CRM or similar opportunity tracking tools.
- Experience with Deltek CostPoint or comparable ERP systems.
- Familiarity with Power BI, Tableau, or similar data visualization tools.
- Financial acumen in cost forecasting, budgeting, and expenditure tracking.
- Ability to communicate effectively with senior leadership and support gate review presentations.
- Demonstrated ability to take initiative, manage deadlines, and drive BD processes proactively.
- Solid understanding of the business development lifecycle and government procurements or similar environments.
