DESCRIPTION
We are seeking a visionary, highly technical Senior Program Manager who also is a business domain expert in HRIT to lead our enterprise-wide migration, implementation, and long-term support of Oracle Fusion HCM Cloud applications. In this high-impact role, you will bridge the gap between executive strategy and hands-on execution. You will own the end-to-end strategic roadmap, governance, and deployment of moving legacy HR systems to a unified Oracle Cloud HCM platform while directly leading the technical design, configuration, and day-to-day resolution of critical customer service requests.
KEY RESPONSIBILITIES
Strategic Leadership, Governance & Risk Management
- Define the vision: Shape the enterprise migration strategy, delivery methodology, Redwood UI rollout plans, and deployment roadmaps.
- Direct governance: Establish program steering committees, corporate risk management frameworks, and KPIs to track migration and platform health.
- Manage stakeholders: Act as the primary liaison between HR executive leadership, IT executives, and external implementation partners to map business processes.
- Control budgets: Own fiscal responsibility for the program budget, ensuring strict cost controls and resource optimization.
- Mitigate deployment risks: Proactively identify, track, and manage critical program risks, including business continuity disruption, data loss, and go-live deployment friction.
- Design contingency plans: Formulate robust rollback strategies, disaster recovery plans, and operational workarounds to protect core HR operations during cutover phases.
Technical, Implementation & Support Oversight
- Translate requirements: Collaborate with business stakeholders to understand functional requirements and translate them into technical design documents.
- Architect the cutover: Oversee complex data migration strategies, data cleansing protocols, and historical data archiving.
- Drive issue resolution: Diagnose, replicate, and resolve complex functional and technical issues for critical service requests to achieve complete customer satisfaction.
- Manage integrations: Guide technical teams on complex integrations and configurations between Oracle Cloud HCM and third-party systems using Oracle Integration Cloud (OIC) and Fast Formulas.
- Ensure compliance: Guarantee that the migrated platform adheres to data privacy laws, data security frameworks, and rigorous unit testing parameters.
Team & Vendor Management
- Lead the team: Matrix-manage a team of 30+ internal functional analysts, technical developers, and change management specialists.
- Supervise partners: Drive accountability for System Integrators (SIs) and external consultants, monitor SLA adherence and solution quality.
REQUIRED QUALIFICATIONS
Experience
- Total Experience: 12+ years of progressive techno-functional IT/HRIS program management experience with at least 6 years of direct experience with Oracle HCM Cloud products/solutions, including a proven track record leading at least two full-lifecycle, large-scale migrations (10,000+ employees).
- Leadership Depth: Minimum 5 years in a Program Manager role managing multi-stream programs.
Knowledge & Skills
- Oracle Suite Domain: Expert functional and technical implementation/support knowledge across key Fusion modules, including Payroll, Core HR, Compensation, Benefits, Time & Labor, Talent, and Absence Management.
- Modern UI Frameworks: Practical experience or exposure handling Redwood UI rollouts and enhancements.
- Data & Infrastructure: Strong understanding of Oracle Cloud Infrastructure (OCI), HDL (HCM Data Loader), Fast Formulas, and Oracle Integration Cloud (OIC). Snowflake experience is a plus.
- Methodologies: Mastery of Oracle Unified Method (OUM), Agile, and traditional Waterfall project management.
- Soft Skills: Exceptional problem-solving, analytical, and logical thinking abilities paired with excellent communication skills to explain complex technical concepts to diverse audiences.
Education
- Degree: Bachelor’s degree in computer science, Management Information Systems (MIS), Human Resources, or a related field.
CERTIFICATIONS
- Oracle Cloud HCM Certified Implementation Specialist (Highly Preferred)
- PMP (Project Management Professional) (Preferred)
- Prosci Certified Change Management Professional (To mitigate user adoption risks during software replacement) (Preferred)
- HRIP (Human Resources Information Professional) from IHRIM (nice to have)

PAY
$195,000.00 - $230,000.00 per year
