JOB SUMMARY:
Provide management and day-to-day oversight of the Agency's risk management activities, including health and safety, emergency operations planning, organizational compliance planning, security of protected health information, and the root cause analysis of Serious Incidents, to ensure compliance with applicable Agency policies and procedures as well as regulatory standards. Also responsible for identifying trends in service delivery that may benefit from Continuous Quality Improvement (CQI) activities and performance improvement planning and follow-up. Ensure the highest quality of person-centered services is being provided to individuals receiving services.
ESSENTIAL FUNCTIONS:
- Conduct and manage Agency risk management activities and the security and privacy of protected health information (PHI), to include reviewing serious incident reports; emergency operations planning, preparedness and continuity of operations; site-specific security and risk reviews; provides documented recommendations to avoid future incidents and reduce risks; follows up with program supervisors and directors and/or division directors to ensure established procedures were followed and appropriate documentation completed; and maintains a tracking system to ensure recommendations are implemented.
- Complete reviews of serious incident reports to perform root cause analysis and determine related trends. Make recommendations that may assist in preventing future similar incidents, and facilitate the Agency Serious Incident Review Committee. Identify trends or issues that may benefit from Continuous Quality Improvement (CQI) activities, and work with the Director to create, implement, and follow-through with performance improvement plans.
- Conduct walk-through and formal audits to evaluate safety needs, procedure and policy implementation. Also, conduct site security risk assessments regarding the privacy and security of protected health information.
- As the Agency's Safety Officer, maintain current COOP and EOP; assist the Executive Director and the Director of Compliance & CQI in initiating preparations and responses to COOP-related events; maintain documentation of COOP-related events, exercises, and drills.
- Develop, coordinate, and revise Agency procedures and monitor compliance with established Agency policies and state and federal regulations in relation to quality, safety, risk management, and security. Ensure that MRCSB adheres to all external safety and emergency preparedness requirements and regulations and oversee Agency centralized safety committee.
- Responsible for the planning and implementation of risk management trainings for Agency staff, based on needs assessment, identified trends, and CQI activities. Develop and communicate prevention strategies and awareness campaigns promoting health, safety, risk management, and quality service provision.
- Development, implement, and conduct necessary follow-up of program-specific performance improvement plans; ensure reports are generated on a regular basis to assist in long-range program planning, development/preparation of grants, surveys, board reports, etc.
OTHER DUTIES:
- Coordinate, conduct, and/or attend meetings and other events by schedule or assignment.
- Oversee special projects as assigned by the Director of Compliance & CQI.
- Assist the Director of Corporate Compliance (a.k.a., the Privacy Officer) in completing Breach reviews or Performance Contract Compliance reviews.
- Perform other job-related duties as assigned by the Director of Corporate Compliance.
QUALIFICATIONS
- Possess training and expertise in conducting investigations, root cause analysis, and data analysis.
- Good work skills involving independent judgment and planning; time management, and organizational ability.
- Ability to gather, organize, and analyze data and complete comprehensive reports.
- Extensive knowledge of mental disorders, developmental disabilities, and substance addictions.
- Knowledge of a broad range of treatment modalities.
- Skills in program planning, evaluation, and needs assessments.
- Ability to interpret Agency policy/procedures and state and federal regulations; ability to clearly communicate these requirements to others.
- Good oral and written communication skills.
- Though not a direct supervisor of others, knowledge and skill in the principles of management and supervision is preferred.
- Proficient in Microsoft Office Outlook; ability to work in Microsoft Word and Excel.
EXPERIENCE/EDUCATION REQUIRED:
Bachelor's degree in a human services-related field or public health administration is preferred or equivalent education and/or experience.
Two (2) years of experience in quality assurance or risk management is preferred.
Must possess a valid driver's license.
