StubHub is seeking an exceptional leader to serve as Head of Public Policy & Government Affairs. This is a rare opportunity to shape how one of the world's most recognized marketplaces engages with governments, regulators, and policymakers across the globe. The ideal candidate brings deep, established relationships within legislative and regulatory bodies, a proven track record of influencing complex policy outcomes, and the strategic acumen to protect and advance StubHub's business interests at the highest levels of government.
This role will serve as StubHub's senior-most voice in government and policy matters, partnering directly with the executive team to align public affairs strategy with business objectives. You will be expected to lead - not just advise - and to move with urgency and precision in dynamic regulatory environments across multiple jurisdictions simultaneously.
Location and Travel:
This role can be based in New York, Washington D.C., or London. Given the global nature of the role, significant travel - domestic and international - should be expected. You must be available and willing to engage with government stakeholders across time zones and on short notice when regulatory situations demand it.
What You'll Do:

Global Policy Strategy & Advocacy

Develop and execute a comprehensive, multi-year global public policy strategy that anticipates regulatory trends across StubHub's key markets.
- Lead direct engagement with legislators, regulators, government officials, and agency staff at local, national, and supranational levels - leveraging existing, senior-level relationships to advance StubHub's interests.
- Serve as StubHub's principal spokesperson and advocate in legislative and regulatory proceedings, including testimony, written submissions, and stakeholder convenings.

Monitor, analyze, and synthesize global legislative and regulatory developments affecting the live event, ticketing, and marketplace industries, providing proactive counsel to senior leadership.

Regulatory & Compliance Navigation

Navigate complex, multi-jurisdictional regulatory environments across the U.S., EU, UK, and key APAC and LATAM markets, coordinating with local counsel and external affairs partners as needed.
- Partner with Legal, Compliance, and Business teams to ensure regulatory intelligence is embedded into product development, market entry, and commercial decision-making.
- Lead the company's response to government inquiries, investigations, and enforcement actions, managing relationships with relevant authorities with skill and discretion.

Proactively identify regulatory risks and opportunities - including emerging legislation around consumer protection, dynamic pricing, platform regulation, data privacy, and secondary ticketing - and build strategies to address them.

Coalition Building & Industry Engagement

Build and maintain a robust network of allies, including industry associations, think tanks, academic institutions, consumer advocacy groups, and other stakeholders who can amplify StubHub's policy positions.
- Represent StubHub in industry coalitions and trade bodies, taking leadership positions where appropriate to shape industry-wide policy narratives.

Commission and direct policy research, white papers, and economic analyses that advance StubHub's regulatory and legislative objectives.

Executive Partnership & Organizational Leadership

Serve as a trusted advisor to the CEO, CLO, and board on government and regulatory matters, translating complex policy dynamics into clear business implications.
- Build and lead a high-performing public policy team, managing internal staff and a global network of external lobbyists, consultants, and advisors.
- Manage the government affairs budget with discipline, ensuring spend is optimized for strategic impact.
What You've Done:

Experience & Background
-
15+ years of progressive experience in government affairs, public policy, or regulatory strategy, with meaningful time spent inside government (legislative, executive, or regulatory), a major trade association, or a leading technology or consumer company.
- Demonstrated, senior-level relationships with policymakers in Washington D.C. and ideally in key international jurisdictions (Brussels, London, and major APAC markets). You know the relevant decision-makers - and they know you.
- Proven success shaping legislation, regulations, or agency guidance in complex, contested policy environments - you have a track record of wins that you can speak to directly.
- Deep familiarity with consumer protection, e-commerce and marketplace regulation, data privacy, antitrust/competition, entertainment and sports regulation, or platform liability.

Experience managing multi-country, multi-jurisdictional policy campaigns simultaneously, with the organizational rigor to keep workstreams moving in parallel.

The anticipated gross base pay range is below for this role. Actual compensation will vary depending on factors such as a candidate’s qualifications, skills, experience, and competencies. Base annual salary is one component of StubHub’s total compensation and competitive benefits package, which includes equity, 401(k), paid time off, paid parental leave, and comprehensive health benefits.
