Overview.
The Contractor shall provide Information Technology (IT) staff augmentation services to support the Department’s Office of Information Technology (OIT) in a multiyear effort to manage the Division of Consumer Services’ Customer Relationship Management (CRM) Solution. The Product Development Manager will lead the strategic development and delivery of technical solutions that align with the Department’s goals by partnering closely with both the Division and the OIT.
The Product Development Manager will leverage IT systems expertise to identify automation opportunities, improve processes, and translate business needs into clear product strategies and functional specifications. This role requires the ability to assess current workflows, drive business process innovation, and translate high-level business needs into actionable product roadmaps and functional specifications. The Product Development Manager will collaborate with stakeholders across divisions to ensure solutions are user-centric, scalable, and aligned with organizational priorities.
Contractor Responsibilities.
a. Manager, Product Development. The Contractor, through the Contractor Representative it provides, shall perform the following tasks as necessary to complete work for the OIT as assigned by the Department’s Contract Manager:

Manage research and development activities relating to the design and development of software or hardware products and qualification or re-qualification of new and existing products.

Work with a cross-functional team to ensure fulfillment of product requirements, evaluate product performance, and transition products from development to commercialization.

Assist in determining product delivery and deployment dates for new product releases, feature and maintenance releases, and regular corrective service or service pack releases.

Act as a technical consultant to the product organization and lead research and prototyping of innovative technologies and products.
-
Ensure the technology and architectural roadmap of engineering is properly aligned with and supports the product/business road map.

Act as a customer liaison on technical issues related to product integration, custom development, and requirements.

Lead major releases, ensure feature enhancements, and respond to customer requests.

Product delivery, manage schedules and tasks related to all aspects of product development.
Mandatory Qualifications
- Bachelor’s Degree in Computer Science, Information Systems, Engineering, or other related field, or equivalent work experience.
- A minimum of 7 years of high-tech industry, product engineering and/or IT work experience including experience with managing team(s) responsible for software, hardware design, engineering and development functions.
- Experience managing research and developing activities relating to the design and development of software or hardware products and qualification or re-qualification of new and existing products.
- Experience working with a cross-functional team to ensure fulfillment of product requirements, evaluating product performance, and transition products from development to commercialization.
- Experience assisting in determining product delivery and deployment dates for new product releases, feature and maintenance releases, and regular corrective service or service pack releases.
- Experience acting as a technical consultant to the product organization, leading research, and prototyping of innovative technologies and products.
- Experience ensuring the technology and architectural roadmap of engineering is properly aligned with and supports the product/business road map.
- Experience acting as a customer liaison on technical issues related to product integration, custom development, and requirements.
- Experience leading major releases, ensuring feature enhancements, and responding to customer requests.
