POSITION OVERVIEW

The JROTC (Junior Reserve Officers Training Corps) Army Instructor (AI) will assist the Senior Army Instructor (SAI) as the institutional leader in managing and conducting the JROTC program in accordance with United States Army Cadet Command (USACC) regulatory guidelines and school district rules, regulations, and policies. Assists the SAI to accomplish the instructional, operations, and administrative mission of the JROTC program. Responsible for providing classroom instruction to cadets as established within the curriculum's program of instruction (POI) as provided by USACC and school district guidelines and policies. Adheres to APS JROTC established operating procedures relating to administration, control, and training of cadets. Assists in establishing and maintaining viable extra-curricular activities such as Color Guards, Drill Teams, Raider Teams, Rifle Teams, Orienteering Teams and Academic Teams.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all the responsibilities or tasks; other work may be assigned when deemed appropriate:

• Assists the Senior JROTC Army Instructor, Principal, Director of Army Instruction, and other agencies in ensuring that the JROTC Program is administered in accordance with law, regulation, and policies; assists with executing the JROTC Department functions of instruction, training, and administration.
• Maintains good relations with school authorities, faculty, and the student body; maintains current regulations, policies, and procedures and maintains contact with parents of all cadets experiencing academic or behavioral problems.
• Ensures all JROTC classes are conducted utilizing the lesson plans contained in the current and updated version of the JROTC Curriculum Manager and are taught as required by the approved Master Training Schedule.
• Utilizes all available instructional equipment to include but not limited to the computers, LCD projectors, Classroom Performance Systems (CPS), SMART Boards, Promethium Boards, etc.
• Conducts a public affairs effort in the local area middle and elementary schools, among school and community officials, civic groups, parent-teacher groups and other individuals or groups, designed to further the understanding of JROTC, the school and the Army.
• Enrolls students in JROTC and supports school officials while executing the curriculum and the integrated and extracurricular activities.
• Directs and participates in community service events with cadets, including weekend duties as applicable.
• Prepares weekly training schedules.
• Establishes and maintains at least two integrated or extracurricular teams, e.g., drill team, rifle team, raider team, academic team, orienteering team.
• Requires frequent weekend duties as directed on extra-curricular event schedules.
• Supports and maintains a "Cadet-run" JROTC unit.
• Participates in the annual JROTC Cadet Leadership Challenge (JCLC) (summer leadership program) as required by USACC.
• Ensures instructors share in teaching responsibilities.
• Instructors may teach by expertise and preference in subject areas, rather than strictly by LET levels.
• Maintains accountability of all equipment, IAW AR 710-2, including items requiring formal accountability (i.e., air rifles), informal accountability (i.e., clothing) and durable items costing $5,000 or less (i.e., automation, computers, audiovisual), but still requiring property accountability.
• Encourages all cadets who are Juniors or Seniors to pursue post-secondary education and to apply for at least one scholarship.
• Completes all Army Instructor certification requirements as specified in USAAC 145-2 and all Delaware JROTC Instructor requirements as specified by the Delaware Department of Education (DOE) Licensure & Certification Office.
• Ensures that cadet Service-Learning Projects (SLR) are developed, planned, organized, conducted, and reviewed by other cadets; ensures that SLRs are briefed by cadets to the DAI prior to execution.
• Ensures that JROTC unit areas are neat and orderly: current chain of command photos, Cadet creed, core abilities and mission statement are present, and all sensitive items are secured.
• Submits required reports, as necessary, in accordance with the required reports listing.
• Required to have prompt, regular attendance in-person and be available to work on-site, in-person during regular business hours.
• Performs other duties as assigned by an appropriate administrator or their representative.

MINIMUM QUALIFICATIONS

Below are the qualifications for this position:

Section II Instructor Qualification

4-4. Instructor Eligibility Each JROTC instructor applicant must:

• U.S. Army Noncommissioned Officers who have separated/retired within the past 5 years with a minimum of 10 years cumulative honorable service in the grades of E-6 through E-9.
• U.S. Army Officers who have separated/retired within the past 5 years with a minimum of 10 years cumulative honorable service in the grades of W-1 through W-5 or O-3 through O-6.
• ARNG and USAR (Actively Serving) will fall under the same requirements mentioned above. In addition, a Letter of Recommendation from current Commander is required.
• Have been discharged under honorable conditions from all previous enlistments and prior service, if any, before employment. Active Army personnel with retirement orders are eligible but cannot be cost-shared with the school until officially retired from military service.
• Have a military and civil record reflecting, through evaluation reports and public records, a high degree of efficiency and effectiveness, and conduct above reproach. Records must reflect an overall manner of performance that compares favorably with contemporaries on active duty.
• Have no record of conviction by court-martial or given the option to retire in lieu of a court martial, no record of time lost-to-be-made-good under Title 10, USC, Section 972 and no record of civil convictions except for minor traffic offenses. Exceptions may be granted by CG, USACC, using AR 601-210 as a guide.
• Be a citizen of the United States of America, without ties that would reasonably influence the instructor to act in favor of a foreign country or a person bound to a country having basic or critical interests opposed to those of the United States. Meet retention medical fitness standards as prescribed in Appendix P. Personnel not meeting these standards, such as those retired for medical reasons (Title 10, USC, Section 1201) are not eligible.
• Possess a minimum of '1' in the 'S' factor of the physical profile and have no record of or demonstrate emotional instability as determined by observation, official report, or screening of health records.
• Have no speech impediment that would detract substantially from the ability of the JROTC instructor to present instruction.
• Be of good moral character and have the mental ability, positive attitude, physical appearance and condition, and neatness required for favorable representation of JROTC and the Army in the school and civilian community.
• Have general knowledge of course subject matter and demonstrated instructional ability. Award of an instructor MOS designator is not sufficient to automatically qualify.
• Demonstrate the professional ability to lead, motivate, and influence young men and women to learn and develop leadership, self-reliance and discipline, responsiveness to constituted authority, and attributes of good citizenship and patriotism. IAW CCR 145-2 - 1 February 2012.
• Have no personal habits or character traits that are questionable from a security, stability, or social standpoint such as, but not limited to, financial irresponsibility, excessive drinking or gambling, drug use, or emotional instability.
• Have writing and verbal skills appropriate for the academic environment.
• Possess sufficient medical, physical, and mental fitness; be willing to perform, participate in, and supervise activities of JROTC. Activities include, but are not limited to:

While performing the duties of this job, the employee is regularly talking, expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. The employee must possess normal cognitive abilities including the ability to learn, recall and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

The work of this class is generally performed in a school environment. Work may require the ability to move around the school and classroom.
