ROLE AND RESPONSIBILITIES
The Construction Design Manager serves as a key technical leader and Owner's representative, responsible for driving project scope development, design execution, and technical alignment from early feasibility through construction. This role ensures that all design deliverables align with project objectives, meet semiconductor facility standards, and support successful construction and operational outcomes.
Responsibilities:
- Project Scoping & Feasibility
- Lead early project engagement, serving as the first point of contact for new construction initiatives
- Facilitate project tracker approvals and drive scoping completion with stakeholders
- Identify key stakeholders and ensure alignment through scoping walks and coordination meetings
- Define and select the appropriate project design strategy
- Review and approve Initial Cost Requests (ICRs)

Assess feasibility and develop preliminary scope in collaboration with stakeholders and design teams

Positioning, Programming & Detailed Design
- Act as the primary point of contact for design-related escalations (PE, AE, suppliers)
- Ensure scope is fully defined and aligned prior to detailed design kickoff
- Participate in all positioning/programming reviews and provide input on scope alignment
- Review and approve Design Change Notices (DCNs), including schedule impacts
- Attend and actively contribute to all design review meetings
- Provide timely Issued for Construction (IFC) package approvals (target: within 48 hours)
- Maintain scope and budget alignment through active management of the Trend Log
- Ensure compliance with established design processes, standards, and procedures

Support development of transferable design solutions aligned with IMO reference site requirements

Construction Phase Support
- Serve as the primary design escalation point during construction and for after-action reviews (AARs)
- Provide technical guidance and issue resolution as the Owner's representative
- Support review of Owner RFIs and submittals (AE responsible for non-Owner items)

Collaborate closely with Project Managers, Program Managers, and field teams to maintain alignment with project objectives

Cross-Functional Collaboration & Leadership
- Partner with Engineering Managers, Program Managers, Project Managers, AE teams, contractors, and trades
- Collaborate with Tool Install, Facilities Engineering & Operations, and IMO Factory teams to develop and execute integrated project plans
- Support customer alignment presentations and lead discussions as required
- Drive standardization of design solutions to reduce variation and minimize changes
- Ensure adequate design coverage during out-of-office periods to prevent project delays

Technical Oversight
- Provide expertise across key facility systems, including:
- Mechanical systems (HVAC, thermal management, compressed air, industrial waste, cryogenic systems, UPW, plumbing)
- Electrical systems (power distribution, lighting, controls)
- Fire protection systems (wet and dry systems)
- Instrumentation & Controls (SOO, P&IDs, Facility Management Systems)
- Ensure designs meet semiconductor facility standards, project requirements, and constructability expectations
- Any other duties or responsibilities that may be assigned to you in your role.
BASIC QUALIFICATIONS
- Minimum 5+ years of relevant experience in design management, engineering, or construction within the semiconductor or mission-critical industry
- Proven experience supporting projects from feasibility through construction
- Strong understanding of multi-discipline design (mechanical, electrical, controls) in high-tech facilities
- Experience reviewing and managing design deliverables, RFIs, submittals, and change management (DCNs)
- Demonstrated ability to lead cross-functional teams and manage stakeholder alignment
- Strong problem-solving, communication, and decision-making skills
