Process Safety Management Coordinator

Summary
The Ammonia Refrigeration PSM Coordinator is responsible for administering and continuously improving the facility’s Process Safety Management (PSM) and Risk Management Plan (RMP) programs for the ammonia refrigeration system. This role ensures regulatory compliance, reduces process risk, and supports safe, reliable operation of refrigeration equipment critical to yogurt production and storage. The coordinator partners closely with Utilities, Maintenance, Operations, and EHS teams.
Responsibilities
1. Process Safety Management (PSM) Program Oversight
- Maintain and update all 14 OSHA PSM elements and EPA RMP requirements.
- Lead annual program reviews, audits, and compliance gap analyses.
- Ensure documentation is accurate, current, and properly controlled.
2. Mechanical Integrity (MI)
- Develop and manage the mechanical integrity program for ammonia equipment (compressors, vessels, valves, piping, controls).
- Schedule inspections, testing, and preventive maintenance activities.
- Ensure contractors follow IIAR standards and site requirements.
3. Process Hazard Analyses (PHA)
- Coordinate and facilitate PHAs (HAZOP or What‑If).
- Track, assign, and verify closure of PHA recommendations.
- Maintain five‑year PHA revalidation schedule.
4. Management of Change (MOC)
- Administer the MOC process for equipment modifications, process changes, and refrigeration system upgrades.
- Conduct pre‑startup safety reviews (PSSR).
- Ensure training and procedures are updated following changes.
5. Training & Competency
- Develop and deliver training for Utilities/Maintenance personnel, including:
+ Ammonia awareness
+ Emergency procedures
+ PSM element requirements
+ Refrigeration system operation (basic to advanced)
- Maintain training documentation and qualification records.
6. Incident Investigation
- Lead or support investigations involving ammonia releases, near misses, or process deviations.
- Identify root causes and corrective actions.
- Ensure timely implementation and documentation of findings.
7. Procedures & Documentation
- Create and maintain refrigeration SOPs, emergency shutdown procedures, and safe work practices.
- Ensure all procedures meet IIAR, OSHA, and internal standards.
8. Emergency Response
- Support site emergency response planning for ammonia emergencies.
- Conduct drills with Operations, EHS, and local responders.
- Maintain emergency response equipment and documentation.
9. Regulatory Compliance
- Ensure compliance with:
+ OSHA 29 CFR 1910.119 (PSM)
+ EPA 40 CFR 68 (RMP)
+ IIAR standards (2, 4, 5, 6, 7)
- Prepare for regulatory audits and inspections.
- Maintain required records and submit updates to the EPA.
10. Refrigeration System Support
- Work with the Utilities/Facilities team to ensure safe daily operation of the ammonia system.
- Support troubleshooting and reliability improvements.
- Participate in capital projects related to refrigeration and utilities.

The salary range for this full-time position is $51,000.00 - $80,300.00, + bonus + equity + benefits.
