Civil Project Manager Jobs in Texas: Frequently Asked Questions
How do you become a civil project manager in Texas?
The standard path begins with a bachelor's degree in civil engineering, followed by gaining four years of qualifying experience under a licensed Professional Engineer and passing both the Fundamentals of Engineering and Principles and Practice of Engineering exams administered through the Texas Board of Professional Engineers and Land Surveyors. Texas PE licensure is the credential most employers require before promoting engineers into project management authority, particularly on public infrastructure work for TxDOT or Texas municipalities.
How much do civil project managers make in Texas?
Civil project managers in Texas earn a median of about $98,440 a year, based on May 2025 Bureau of Labor Statistics wage data, ranging from around $57,460 for the lowest 10% to over $162,780 for the top 10%. Pay rises with experience, specialty, and employer.
Which companies hire civil project managers in Texas?
Employers hiring civil project managers in Texas right now include Garver, Freese and Nichols, and HDR, based on current listings on Migrate Mate as of June 2026. Texas's large public infrastructure program and rapid suburban expansion mean that both national engineering firms with Texas offices and regional firms focused on TxDOT and municipal clients maintain consistent hiring throughout the year.
Which Texas cities have the most civil project manager jobs?
Houston, Dallas, and Austin have the most civil project manager openings in Texas. Houston drives volume through its dense concentration of civil and environmental engineering firms tied to the energy sector and the Port of Houston, Dallas-Fort Worth reflects massive highway and transit expansion plus suburban land development, and Austin's sustained population growth has produced a sustained pipeline of roadway, utility, and drainage work for both public agencies and private developers.
Are there remote civil project manager jobs in Texas?
Yes, but they're rare. Civil project management is inherently field-oriented, requiring regular site visits, client coordination at project locations, and agency meetings with TxDOT or municipal engineers. About 19% of civil project manager openings tied to Texas are remote or hybrid as of June 2026, and those are mostly in early design, planning, or program oversight roles where direct site presence is less frequent.
How can I get hired as a civil project manager in Texas with little or no experience?
The most realistic entry path is an engineer-in-training or junior project engineer role at a Texas-based civil or transportation engineering firm, where you accrue the supervised experience hours required for eventual PE licensure. Firms like Kimley-Horn, Halff Associates, and Freese and Nichols actively hire new civil engineering graduates in Texas into structured development programs. Starting in adjacent roles such as design engineer, construction inspector, or field engineer on TxDOT or municipal utility projects builds the site experience Texas employers expect before advancing into full project management responsibility.
Where can I find and apply to civil project manager jobs in Texas?
You can find and apply to civil project manager jobs in Texas on Migrate Mate, which lists current Texas openings across the state's major engineering markets. Find roles that fit your experience level, specialty, and preferred metro area, and apply directly to the ones that match.
