ROLE AND RESPONSIBILITIES
The Behavioral Health Program Manager (PM) is responsible for the daily management of the outpatient substance use disorder, mental health, and/or child and family programs at their site. They provide administrative supervision to all site staff. They manage the site’s programs according to the policies and procedures outlined in the department manual, and they oversee all outpatient mental health and substance use disorder contracts assigned to the county and/or site. The PM coordinates with the Behavioral Health Regional Director regarding administrative and clinical management procedures relating to clients, and performs additional administrative duties as outlined by Behavioral Health Regional Director or Chief Behavioral Health Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Provides administrative supervision of all site staff, and may provide clinical supervision of mental health staff as required by WAC.
- Participates in management meetings and staff meetings in order to coordinate effectively with other members of staff and management team.
- Assists in appropriateness of inter-agency referrals, and supports mutual sharing of resources and problem solving regarding clients.
- Ensures compliance with County, State, and other contract requirements in terms of service delivery to clients.
- Administers and implements the policies and procedures of the department, including administrative, personnel, treatment services, and records.
- Ensures staff comply with all ethical standards of Sea Mar and as required by the Department of Health.
- Conducts, on a continuous basis, a quality control review to ensure that staff adheres to procedures established by funding sources and the agency in relation to documentation and reporting of services.
- Coordinates with oversight agencies to ensure quality of care.
- Ensures that all staff training plans and in-service training hours are current in order to comply with WAC requirements.
- Proposes and implements clinical and program policies and procedures in order to meet WAC, (in relation to patient care services, ethical standards, day to day operations and administrative matters), funding source requirements, and agency needs.
- Helps to monitor budget.
- Meets with community agencies and organizations to explain Sea Mar’s services and increase understanding of and proper utilization of our agency’s resources.
- Assists the Behavioral Health Regional Director in hiring for vacant positions at the site.
- Assists in monitoring staff productivity on a weekly and monthly basis.
- Conducts Quality Improvement activities for their site, and attends Quality Improvement meetings in their county.
- Schedules and performs quality assurance reviews as required by WAC on a regularly scheduled basis.
- May provide outpatient evaluations, assessments, and psychotherapy to individuals and families if appropriate and necessary.
- Demonstrates knowledge and skills necessary to provide care appropriate to the age of the patients served.
- Demonstrates knowledge of the principles of growth and development over the life span.
- Able to identify and categorize each patient’s age-specific grouping of needs, such as those for infant, adolescent, or geriatric patients.
- Provides outreach services to individuals unable to access services at the agency, if necessary. Participates in screening and case-finding activities.
- Consults and collaborates with other professionals/agencies on client evaluations, treatment plans, and follow-up.
- Prepares concise, complete, and timely consumer records, according to agency policy and WAC requirements.
- Provides education and information in the community as needed.
- Assures that all clinical staff meets JCAHO standards in the delivery of clinical services, and maintains updated documentation as required by WAC.
- Reports regularly to Behavioral Health Regional Director on status of their site.
CONDITIONS OF EMPLOYMENT
- This person must sign an oath of permanent confidentiality covering all patient related information.
- This person must receive a background check from DSHS and Washington State Patrol.
- This person must comply with all ethical standards of Sea Mar and as required by DOH.
- The person in this position shall have no history or evidence of alcohol or other drug misuse for a period of three (3) years immediately prior to the date of employment at the facility, and no misuse of alcohol or other drugs while employed at this center.
- If this person provides direct mental health or chemical dependency services, they must complete an annual clinical competency test as a mental health therapist and/or chemical dependency professional.
- The Behavioral Health Regional Director shall sign and date the job description to affirm the validity of the information herein.

- Mental Health Professional, Chemical Dependency Professional, and Minority Mental Health Specialist certifications are preferred.
ADDITIONAL REQUIREMENTS
- Must have and maintain a current CPR certification. If not active at time of hire, must obtain within 90 days of hire.
- Must have and maintain active First Aid certification.
- Must take a TB test annually and at time of hire.
