We are an experienced team with over 15 years partnering to deliver web-based and SaaS solutions for Maryland's state government.
The General Manager (GM) leads the team, oversees project management, product development, marketing, customer support, and business development, and ensures efficient and effective operations. The GM manages the relationship with the State of Maryland, drives state market retention and growth, and is responsible for budgeting and financial management.
Candidates must possess excellent written and verbal communication skills and have experience managing technology teams.
Responsibilities
- Take full ownership of profit and loss, overseeing both revenue generation and expense management within budgetary guidelines.
- Establish the vision for programs, guide service planning and prioritization, make investment and staffing decisions, and manage additional program-related activities.
- Lead and manage a local team exceeding 20 professionals, ensuring shared resource teams are effectively utilized to support all aspects of digital government contracts with the State of Maryland.
- Promote and sell web-based digital government services as well as SaaS products and solutions to drive efficiency and foster growth for the state’s digital initiatives.
- Provide strategic business advice covering areas such as transaction and fee-based funding models, human-centered design, user engagement, payment operations, and new digital government solutions.
- Serve as a reliable digital government advisor to state stakeholders by preparing reports, taking part in presentations, and representing the organization at conferences and trade shows.
- Formulate and execute strategies for sales and expansion of existing and new offerings, build relationships with government executives, third-party organizations, and national associations.
- Seek out and implement improvements throughout the business to maximize revenue, streamline processes, and lower costs.
- Build and sustain positive relationships with senior project sponsors, key agency leaders, and stakeholders, consistently monitoring and enhancing client satisfaction.
- Maintain transparent communication with senior leadership by providing regular updates on significant growth factors, operational workflows, and ongoing projects.
QUALIFICATIONS
- Bachelor’s degree
- At least five years of relevant professional experience and working with executive leadership
- Demonstrated leadership and strong organizational skills
- Advanced technical skills in large-scale digital platforms
- Web application project management experience; PMP preferred

- Experience leading IT teams using Agile and User-Centered Design
