Yes, as long as your school's DSO confirms the duties are an integral part of your curriculum. Your DSO will want to see that connection documented in your CPT request, not just assumed.

Can I start work as an HR Coordinator before my CPT is officially authorized?

No. CPT authorization must appear on your I-20 with the correct employer name, start date, and end dates before your first day of work. Starting even one day early is an unauthorized employment violation that can affect your entire immigration record. Confirm your updated I-20 is in hand before you report to your employer.

What should I tell an employer who has never hired a CPT student before?

Explain that CPT is a school-authorized work program built into your degree, that you already hold an F-1 visa, and that the employer has no filing obligation with USCIS. You bring your authorized I-20 and complete a standard I-9. Many mid-size companies with HR departments have hired CPT students without realizing how simple the process is on their end.

Will working full-time as an HR Coordinator on CPT affect my OPT eligibility later?

It can. Full-time CPT, defined as 20 or more hours per week, that totals 12 or more months eliminates your post-completion OPT eligibility entirely.
