No. Your employer can be a corporation, nonprofit, government office, or media company as long as the role involves PR-related duties your program covers. In-house communications teams at tech companies and healthcare organizations regularly hire F-1 CPT students. What matters to your DSO is the academic connection, not the employer's industry classification.

Can I do part-time CPT for a PR role while taking a full course load?

Yes. Part-time CPT, defined as 20 hours per week or fewer by USCIS, doesn't count toward the 12-month limit that would affect your OPT eligibility. Many PR internships are structured as part-time during the semester for exactly this reason. Confirm the weekly hours are documented accurately on your I-20 CPT authorization.
