JOB DESCRIPTION
Job Title: Director of Human Resources
Department: Human Resources
Reports to: Chief Human Resources Officer, Catholic Charities of Philadelphia
Supervises: Assigned Human Resources staff
FLSA Status: Exempt
Effective Date: July 1, 2026
General Responsibilities
The Director of Human Resources serves as a senior operational and compliance leader responsible for executing a centralized, mission-driven HR model across Catholic Charities of Philadelphia. Reporting to the Chief Human Resources Officer, this role oversees employee relations, HR operations, workplace compliance, safety and risk management, leadership training delivery, and enterprise HR initiatives.
This position functions as the lead HR operator, ensuring consistent, compliant, and effective HR practices across all programs, while supporting leadership and staff through complex employee and operational matters.
Key Responsibilities
Human Resources Operations & Employee Relations
- Provide leadership and direction for employee relations matters, including workplace investigations, corrective action, conflict resolution, and performance management.
- Ensure consistent and fair application of HR policies, procedures, and employment practices across all programs.
- Serve as the primary escalation point for complex employee relations issues.
- Partner with program leadership to strengthen supervisory effectiveness, accountability, and employee support.
Risk, Safety & Compliance Management
- Lead execution of HR compliance programs across all Catholic Charities programs.
- Oversee the organization’s workers’ compensation program, including claims management, trend analysis, and return-to-work practices.
- Direct workplace safety initiatives and OSHA compliance, including incident reporting, prevention strategies, and safety training.
- Monitor regulatory requirements and partner with legal counsel and leadership to mitigate organizational risk.
- Maintain and ensure adherence to federal, state, and local employment laws, including FMLA, ADA, EEO, and wage and hour regulations.
HR Operations, Policy & Service Delivery
- Lead the standardization and implementation of HR processes including onboarding, employee relations workflows, and internal communications.
- Support the development, implementation, and maintenance of HR policies and procedures to ensure consistency across programs.
- Partner with the CHRO to operationalize strategic HR initiatives and shared services models.
- Ensure efficient delivery of HR services across a multi-program, multi-site environment.
Training Delivery & Leadership Development Execution
- Oversee the delivery and coordination of leadership training, onboarding programs, and supervisory development initiatives.
- Partner with the Director of Total Rewards & Talent Management on leadership development strategy and succession planning.
- Ensure training programs are consistently implemented across programs and aligned with organizational standards.
- Support the administration and tracking of required training and compliance-related education.
HR Systems, Operations & Project Implementation
- Serve as an operational lead in HR systems implementation and process improvement initiatives.
- Coordinate operational workflows, timelines, and training related to HR systems adoption.
- Utilize HR data and reports (developed by Total Rewards & Talent) to improve operational decision-making and workforce management.
Cross-Program Collaboration & Shared Services Integration
- Foster collaboration across programs to support the transition to a centralized HR service model.
- Partner with Finance, Payroll, and IT to improve workflows and service delivery.
- Support organizational alignment through participation in cross-functional initiatives and leadership meetings.
Servant Leadership & Mission Alignment

- Engage with program leaders and employees to understand operational needs while ensuring HR services remain equitable, supportive, and responsive.
Qualifications
Education/Training: Bachelor’s degree in Human Resources, Business Administration, or related field, or equivalent HR experience is required. Master’s degree preferred.
Certifications/Licensure: HR certification (SHRM, HRCI, etc.) preferred. A valid US Driver’s License is required. Ability to successfully pass and maintain acceptable background checks – FBI, PA Child Abuse, and PA State Police Criminal History.
Skill(s):
- Strong knowledge of Human Resources principles, employment law, employee relations practices, organizational development, and HR operations.
- Experience supporting HR systems implementation, project management, and organizational change initiatives preferred.
- Excellent interpersonal, verbal, written communication, facilitation, and conflict resolution skills.
- Strong organizational, analytical, and problem-solving abilities.
- Proficient knowledge of Microsoft Office and Human Resources Information Systems (HRIS).
- Ability to build collaborative relationships and effectively support leaders across diverse program areas.
- Demonstrated servant leadership approach that inspires trust, accountability, and respect.
Experience: At least seven (7) years of progressive Human Resources experience, including leadership responsibility in employee relations, organizational development, training, HR operations, or HR project management, preferably within a nonprofit, healthcare, human services, or mission-driven environment.
Additional Qualifications:
- Demonstrated success supporting multi-site or multi-program HR operations.
- Experience supporting organizational change, HR centralization efforts, or shared services models preferred.
- Strong understanding of compliance requirements and operational challenges within human services or nonprofit environments preferred.
- Experience leading or supporting HRIS/payroll implementation projects strongly preferred.
- Ability to work effectively within a faith-based organizational culture.
Work Environment and Physical Requirements
This position is based in a standard office environment with regular travel to program sites throughout the Archdiocese of Philadelphia.
Requires the ability to sit, stand, and work on a computer for extended periods of time.
Must be able to lift up to 25 lbs. occasionally and perform duties in a variety of physical and environmental conditions.
