About The Team
The People Operations team at OpenAI is the engine that keeps our employee lifecycle running seamlessly, from a new hire’s first day to major organizational milestones. We partner across the company to deliver operational excellence in onboarding, employee mobility, M&A integrations, international expansion, audit/compliance, and beyond. Our work blends precision, adaptability, and innovation—whether we’re maintaining critical systems, optimizing processes, or building automations that scale with our rapid growth. We thrive in complexity, moving quickly to solve problems and anticipate needs before they arise. We value clarity over complexity, collaboration over silos, and are relentless in our focus on creating a smooth, efficient, and world-class employee experience.
About The Role
We’re seeking a proactive and adaptable professional who thrives at the intersection of HR Operations, Systems, and Compliance. In this role, you’ll be a key driver of ensuring employee data integrity through a suite of people data audits that span across the entire employee lifecycle. These audits will focus on Workday worker profile creation, job changes, one-time payments, and terminations. You’ll play a critical role supporting our diverse and fast-evolving needs related to ad-hoc reporting and establishing automated reconciliations against large data sets. You bring a sense of urgency, strong process mapping and operational design skills and effectively partner with engineering and systems teams to translate complex operational requirements into scalable, efficient workflows. If you enjoy working in a dynamic environment where no two days are the same and where your work directly fuels company growth and operational excellence, this role is for you. This role reports to the HR Ops Lead.
In This Role, You Will
- Maintain Workday data, and ensure that updates across the company are accurately reflected, including open positions, the creation of hire records, and internal mobility.
- Respond to inquiries from employees and cross functional partners to ensure a positive experience, with a commitment to accuracy, compliance, and efficiency.
- Support global employee onboarding, including the bespoke needs of executives and acquisitions while prioritizing timeliness and data accuracy.
- Partner closely with Program owners, Systems, Employment Legal, Compliance, Recruiting Ops, Payroll, Finance, HRBPs, IT, Workplace Operations, Corporate Security, and others.
- Collaborate across the spectrum of People processes to ensure a holistic, interconnected system that delivers excellence across the employee lifecycle.
- Continuously measure and act to elevate metrics relating to employees’ experience.
- Drive cross-functional collaboration with key stakeholders and partner teams, leveraging strong project management expertise to help lead large-scale, strategic workstreams and change management initiatives with significant operational impact.
- Act as a thought leader in leveraging AI and operational best practices to automate repetitive administrative work, improving efficiency and accuracy, while delivering a best-in-class employee experience.
You Might Thrive In This Role If You Have
- 5+ years of experience working in an HR or People Operations role through company growth and scaling, a resourceful approach, and ability to thrive in ambiguity.
- Proficiency with Workday and advanced spreadsheet analysis (e.g. utilize apps scripts).
- The ability to deconstruct business processes to their core components and identify root causes for gaps or inefficiencies.
- Fantastic communication and interpersonal skills with the ability to explain complex concepts in a simple way.
- Passion for enabling employee lifecycle moments that delight and building processes that scale; particularly using AI solutions.
- Unwavering attention to detail, exceptional rigor, and a commitment to unparalleled excellence in your craft.
Workplace & Location
This role is based in our San Francisco or NYC office, and we are not considering remote applications at this time. We do encourage you to apply even if you prefer a fully remote role as location factors may change over time. We offer relocation support to new employees, and we use a hybrid model: three days in the office per week with optional work from home on Thursdays and Fridays. Our open-plan offices have height-adjustable desks, conference rooms, phone booths, well-stocked kitchens full of snacks and drinks, three in-house prepared meals daily, a private outdoor space for working in the sun or socializing, nap rooms, private bike storage, and more.

Get Access To All JobsTips for Finding E-3 Visa Sponsorship as a HR Operations Specialist
Translate your Australian HR credentials
Your three-year Australian bachelor's degree is generally accepted as equivalent to a U.S. four-year degree for E-3 visa purposes. Gather your academic transcripts and a credential evaluation letter before approaching U.S. employers to confirm your qualification meets specialty occupation requirements.
Target employers with HRIS or compliance teams
U.S. companies running large-scale HR operations, particularly those using Workday, SAP SuccessFactors, or similar platforms, regularly need specialist HR Operations staff. Search for roles that specify a degree requirement in the job description, since that's what converts the position into an E-3-eligible specialty occupation.
Find HR roles through Migrate Mate
Migrate Mate lists HR Operations Specialist positions from U.S. employers who are open to E-3 sponsorship, so you're not filtering through thousands of roles that won't engage. Use Migrate Mate's E-3 filing service to handle your LCA and visa paperwork once you receive an offer.
Clarify the LCA requirement with your employer
Before signing an offer, confirm your employer understands they must file a Labor Condition Application with the DOL certifying your role meets prevailing wage standards. This step precedes your consulate appointment and is non-negotiable, so employers who are unfamiliar with it need to be looped in early.
Use your E-3 grace period to switch HR roles
If you're already in the U.S. on an E-3 and moving between HR Operations roles, you have a 60-day grace period after your employment ends to secure a new offer and begin a fresh E-3 application. Don't wait until your last day to start the process.
Align your start date with LCA certification timing
DOL typically certifies LCAs within seven business days, but your consulate appointment availability adds additional lead time. Negotiate a start date at least three to four weeks after your offer is accepted so the LCA and visa interview can complete before your first day.
E-3 Visa HR Operations Specialist: Frequently Asked Questions
How do I find HR Operations Specialist jobs with E-3 sponsorship?
Migrate Mate is the most direct way to search for HR Operations Specialist roles where U.S. employers are open to E-3 sponsorship. Standard job boards don't filter by visa type, so most listings require manual vetting. Migrate Mate surfaces roles matched to E-3 eligibility, saving you from pursuing positions that won't lead to a sponsorship conversation.
How much does it cost to get an E-3 visa?
Migrate Mate's E-3 filing service covers the entire process for $499, including the Labor Condition Application, visa document preparation, and consulate appointment guidance. Traditional immigration lawyers charge $2,000–$5,000+ for the same work. The E-3 has less paperwork than most work visas, so paying thousands for legal help is usually unnecessary.
Does an HR Operations Specialist role qualify as a specialty occupation for the E-3?
Yes, provided the position genuinely requires a bachelor's degree or higher in a specific field such as human resources, business administration, or industrial-organizational psychology. Roles that accept any degree or where a degree is listed as preferred rather than required can be harder to qualify. The job description wording matters, and employers may need to revise postings to reflect the actual degree requirement.
How does the E-3 compare to the H-1B for HR Operations roles?
The E-3 is available only to Australian citizens but has no annual cap and no lottery, so you can apply at any time of year and get an outcome within weeks rather than waiting a year or more. The H-1B visa has an 85,000-slot annual cap with a randomised lottery, meaning even qualified HR Operations candidates are often not selected. For Australians, the E-3 is the more practical and predictable path.
Can I transfer my E-3 to a new HR employer without leaving the U.S.?
The E-3 is employer-specific, so changing companies requires a new LCA filed by the incoming employer and a new visa stamp obtained at an Australian consulate or through a third-country appointment. You can't simply transfer the visa between employers. The 60-day grace period after leaving your current role gives you time to secure an offer and begin the new application before your status lapses.
