Position Overview

We are a new Texas HCS/TxHmL provider currently preparing for the state application and approval process.

We are seeking an experienced HCS/TxHmL Program Manager with verifiable paid experience supporting individuals with intellectual and developmental disabilities.

The selected candidate will initially support the agency during the application and pre-operational phase and transition into a full-time Program Manager role as the agency becomes operational.

The owner will oversee business and administrative functions. The Program Manager will be responsible for HCS/TxHmL program operations, compliance, service coordination, and staff oversight.

Required Qualifications

• Minimum 3 years of paid, verifiable experience planning and providing program services to individuals with intellectual disabilities or related conditions
• Current HCS/TxHmL Provider Applicant Training (PAT) certificate
• Direct experience working within a Texas HCS and/or TxHmL provider organization
• Knowledge of HHSC HCS/TxHmL requirements and provider operations
• Experience with service planning, documentation, incident reporting, and compliance
• Experience supervising or coordinating Direct Support Professionals (DSPs)
• Ability to provide documentation verifying qualifying work experience
• Ability to pass all required background and registry checks
• Valid driver’s license

Responsibilities

• Serve as the agency’s designated HCS/TxHmL Program Manager
• Support the provider application and pre-operational process
• Provide required Program Manager credentials and experience documentation for the state application
• Oversee HCS/TxHmL program operations once services begin
• Coordinate implementation of Individual Plans of Care and service plans
• Monitor service delivery and documentation for compliance
• Recruit, train, supervise, and support DSP staff
• Coordinate with LIDDAs, service coordinators, individuals, families, and legally authorized representatives
• Oversee incident reporting, complaints, and quality assurance activities
• Maintain an organized, audit-ready program
• Support HHSC surveys, monitoring, and compliance reviews

Hiring Structure

Employment will follow a phased structure based on the agency’s operational stage.

Phase 1 — Application Phase: Paid hourly or project-based consulting support during the provider application process.

Phase 2 — Pre-Operational Phase: Limited part-time consulting or stipend arrangement during the state approval process and operational preparation.

Phase 3 — Operational Phase: Transition to a full-time salaried W-2 Program Manager position as the agency becomes operational.

Ideal Candidate

We are looking for someone who has hands-on Texas HCS/TxHmL experience and understands how a provider agency actually operates.

The ideal candidate is organized, compliance-focused, dependable, and interested in joining a new provider during its foundational stage with the opportunity to grow into a long-term leadership role.

Experience within an active Texas HCS/TxHmL provider agency is strongly preferred.

Pay: $45,000.00 - $59,000.00 per year
