The New Mexico Department of Public Safety (DPS) is seeking a committed and driven individual to serve as Co-Chief Financial Officer (CFO). Why does the job exist?

The Co-Chief Financial Officer (Co-CFO) will provide leadership over procurement, contracts, asset management, and related financial operations. The position works alongside the CFO responsible for financial management and shares responsibility for the agency's overall financial accountability. The Co-CFO oversees purchasing activities, including competitive solicitations, sole source and emergency procurements, and contract negotiations. The position ensures compliance with state and federal purchasing requirements and internal policies and provides guidance to divisions on procurement and vendor management.

The Co-CFO also oversees the Asset Management Team, which is responsible for tracking Department assets from purchase through disposal. The team maintains inventory records, tracks the assignment and location of assets, and coordinates transfers and disposal. Assets include telecommunications equipment, mobile devices, computers, sensitive operational equipment, and other Department property. The position also oversees equipment and facility leases, supports divisions with procurement and asset needs, and ensures appropriate controls are in place to safeguard Department resources and meet fiscal and audit requirements.
How does it get done?

PROCUREMENT, CONTRACTS and PURCHASING COMPLIANCE - 35%
Leads all procurement activities, including bidding, emergency purchases, and contract negotiations, while ensuring full compliance with state and federal regulations. The position will oversee leases, and provides guidance on procurement strategy, vendor management, and risk. Reviews and approves procurement documents to ensure legal and financial integrity.

ASSET MANAGEMENT and ACCOUNTABILITY - 15%
Oversees the Asset Management Team responsible for tracking and managing Department assets from acquisition through disposal. Ensures accurate inventory, assignment, transfer, and disposal records for telecommunications equipment, mobile devices, computers, sensitive operational equipment, and other Department property. Establishes controls to safeguard assets and support fiscal and audit requirements.

CONTRACT and LEASE PORTFOLIO MANAGEMENT - 20%
Manages the agency's contracts and leases across multiple divisions, overseeing the full lifecycle from execution to closeout. Ensures agreements meet legal requirements, coordinates with key partners on compliance and risk, and provides leadership with updates on contract status and performance.

PROGRAM and DIVISION OPERATIONAL SUPPORT - 10%
Acts as a procurement advisor to divisions, providing support during emergencies and time-sensitive operations. Assists with fiscal problem-solving, coordinates procurement impacts on grants and projects and supports planning for major initiatives and statewide operations.

INTERNAL CONTROLS, COMPLIANCE and POLICY DEVELOPMENT - 10%
Develops and maintains procurement policies and internal controls, conducts reviews of transactions and documentation, and identifies and addresses compliance risks. Represents the agency in audits and statewide coordination efforts.

EXECUTIVE LEADERSHIP and STAFF OVERSIGHT - 5%
Supervises procurement staff, manages workload and priorities, and supports employee development. Ensures staff follow procurement laws, policies, and internal controls while maintaining operational continuity.

SHARED CHIEF FINANCIAL OFFICER (CFO) RESPONSIBILITIES - 5%
Collaborates with the CFO responsible for financial management to ensure continuity of financial operations, alignment of strategy, and coordinated engagement with executive leadership, auditors, and external partners.

Minimum Qualification

Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing and five (5) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include one (1) year of experience with PeopleSoft: Oracle Financials or similar software system; and to include (2) years of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.
Employment Requirements

Must possess and maintain a valid Driver's Licenses, a current Defensive Driving Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of employment within six (6) months of date of hire. Continued employment is subject to a National fingerprint-based records check within 30 days of assignment and contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information System Security Policy.

Local, in-state and out-of-state travel may be required. Overtime may be required to meet deadlines, peak performance periods, time-sensitive information requests, and other projects.
Working Conditions

Work is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential information. Extensive use of desktop/laptop computer with multiple visual/video display terminals (VDT). Extensive use of agency-issued cell phone. Ability to operate multipurpose copier/scanner/fax machines. Must be able to lift and carry up to 25 pounds.
