Most employers expect a bachelor's degree in business, information systems, or a related field, combined with a vendor certification such as SAP Certified Application Associate or Oracle Fusion certification. Candidates who gain experience through implementation projects at Pennsylvania-based technology firms, healthcare systems, or insurers typically move into the role from business analyst or systems analyst positions.
How much do functional consultants make in Pennsylvania?
Functional consultants in Pennsylvania earn a median of about $93,830 a year, based on May 2025 Bureau of Labor Statistics wage data, ranging from around $51,250 for the lowest 10% to over $161,770 for the top 10%. Pay rises with experience, specialty, and employer.
Which companies hire functional consultants in Pennsylvania?

Pennsylvania's concentration of large healthcare networks, financial services firms, and manufacturing companies creates steady demand for consultants who specialize in enterprise systems and process optimization.
Which Pennsylvania cities have the most functional consultant jobs?
Harrisburg, Pittsburgh, and Denver account for the most functional consultant openings in Pennsylvania. Philadelphia leads because of its dense cluster of health systems, insurers, and financial institutions, while Pittsburgh's technology and healthcare sectors drive consistent demand, and Harrisburg's government-adjacent consulting market adds a steady stream of public-sector implementation roles.
Are there remote functional consultant jobs in Pennsylvania?
Yes, and more than most fields. Functional consulting is predominantly analytical and documentation-driven work, which translates well to remote delivery. About 100% of functional consultant openings tied to Pennsylvania are remote or hybrid as of August 2026, reflecting how broadly the profession has adopted flexible arrangements. Requirements-gathering, configuration, and testing phases are the most commonly performed remotely, while go-live support and on-site training often require travel.
How can I get hired as a functional consultant in Pennsylvania with little or no experience?
The most realistic entry path is moving from a business analyst or systems analyst role into a junior functional consultant position. Large Pennsylvania employers such as Independence Blue Cross, Highmark Health, and Unisys regularly hire associate or entry-level consultants who demonstrate ERP or CRM exposure through coursework or personal projects. Earning an entry-level vendor certification, such as SAP Certified Associate or a Salesforce administrator credential, gives candidates a measurable edge over those without hands-on platform experience.
