Job Description
The Associate Director, Procurement Enablement of Responsible Procurement, Governance and Talent Development is responsible for strengthening the governance and capability foundations of Enterprise Procurement & Supplier Management (ESPM). Reporting to the Director, Procurement Enablement and working with him and the Supplier Management Leadership team, this role owns three connected agendas for the function: the governance framework —policies, procedures, playbooks, standards, and standard operating procedures (SOPs) — and the compliance reporting behind it; the design, execution, and reporting of the function's Environmental, Social, and Governance (ESG) strategy in partnership with the Corporate governing functions and EPSM’s category and sourcing teams.
The role also leads the design and delivery of EPSM’s talent development framework to develop procurement talent at every level. This includes managing the EPSM’s Talent Strategy, developed in partnership with the Chief Procurement Officer (CPO) and his leadership team, and Human Resources (HR). Once established, the role will assume full accountability of EPSM’s Procurement Academy's day-to-day operation.
This is an individual contributor role that leads through influence rather than direct authority. Acting as a trusted advisor and change leader across ESPM, building strong stakeholder relationships and driving adoption of new processes, tools, and ways of working.

1. Procurement Governance
- Own governance accountability for procurement policies, procedures, playbooks, standards, and SOPs
- Own and drive compliance reporting for these policies, procedures, playbooks, and SOPs.
- Own the EPSM intranet page end to end — design, structure, content updates, and publishing — keeping governance documents, and functional content current and accurate.
- Support the identification and implementation of process improvements that enhance efficiency, effectiveness, and user experience.
- Collaborate with other Procurement Excellence Leads and other stakeholders to drive continuous improvement initiatives across the organization.
- Support the development and refinement of procurement systems and tools, ensuring alignment with processes.

- Manage the procurement governance processes to ensure adherence to processes and standards.
- Partner with other functions to report on compliance and process performance.
2. ESG Strategy and Delivery
- Own the design and execution of the procurement ESG strategy and roadmap, aligned with the corporate ESG strategy, including achieving annual targets around scope 3 emissions, supplier economic inclusion, etc.
- Partner with category and sourcing teams to embed ESG considerations into procurement activities and supplier lifecycle management.
- Set clear ESG standards and expectations, and lead supplier communication and engagement to support them.
- Manage stakeholder relationships within and beyond Enterprise Procurement & Supplier Management to advance the ESG agenda.
- Partner with the Center of Excellence, Analytics and other team members to ensure timely, accurate ESG reporting.
- Liaises with Environmental Health and Safety, Legal and other corporate functions to contribute to the ESG mandate.
3. Learning and Development
- In partnership with the CPO, Supplier Management Leadership Team, and HR, design and implement a talent development strategy, including a Procurement Academy, to build procurement capability at all levels, from foundational to advanced.
- Define a capability framework, competency models, and learning pathways aligned to business and procurement strategy.
- Leverage appropriate resources to develop and curate learning content (for example: sourcing management, category management, supplier relationship management, negotiation, digital procurement, and change management).
- Partner with HR and external training providers to deliver blended learning solutions, including formal training, coaching, and communities of practice.
- Track and report on capability maturity, learning effectiveness, and impact on procurement performance.
- Own the Procurement Talent Strategy in partnership with the CPO and the Supplier Management Leadership Team.
Leadership Expectations
- Lead through influence rather than direct authority.
- Act as a trusted advisor to the Supplier Management Leadership Team and wider business stakeholders.
- Build strong relationships across EPSM, HR, and the broader business.
- Drive change and deliver results in a complex, global environment.
- Balance strategic thinking with hands-on execution.

Talent Development Manager Jobs in Pennsylvania: Frequently Asked Questions
How do you become a talent development manager in Pennsylvania?
Most talent development managers in Pennsylvania start with a bachelor's degree in human resources, organizational development, education, or business, then build several years of experience in training, HR, or a related function before moving into management. Pennsylvania does not require a state-issued license for this role. Employers across the state commonly look for candidates who hold a Certified Professional in Talent Development credential from the Association for Talent Development, or a SHRM certification, as a signal of professional readiness.
How much do talent development managers make in Pennsylvania?
Talent development managers in Pennsylvania earn a median of about $122,150 a year, based on May 2025 Bureau of Labor Statistics wage data, ranging from around $77,600 for the lowest 10% to over $211,300 for the top 10%. Pay rises with experience, specialty, and employer.
Which companies hire talent development managers in Pennsylvania?
Employers hiring talent development managers in Pennsylvania right now include Merck, Goodwill of Southwestern Pennsylvania, and Federal Reserve Bank of Philadelphia, based on current listings on Migrate Mate as of October 2026. Pennsylvania's concentration of large healthcare networks, financial services firms, and corporate headquarters in the Philadelphia and Pittsburgh metros makes it one of the more active markets in the region for this role.
Which Pennsylvania cities have the most talent development manager jobs?
Pittsburgh, Philadelphia, and West Point are the Pennsylvania cities with the most talent development manager openings. Philadelphia leads because of its dense concentration of corporate headquarters, major hospital systems, and universities, while Pittsburgh's healthcare and technology sectors drive strong demand there, and Harrisburg's government agencies and state-affiliated organizations sustain a steady stream of openings in the capital region.
How can I get hired as a talent development manager in Pennsylvania with little or no experience?
The most realistic entry path is moving into a talent development manager role from an adjacent position such as training coordinator, HR generalist, or instructional designer, roles that large Pennsylvania employers like UPMC, Independence Blue Cross, and state government agencies regularly post at the associate level. Building a portfolio of training materials or a completed e-learning module demonstrates practical competency even without years of experience. Pursuing an Association for Talent Development certificate program while working in an entry-level HR or training support role is a concrete step Pennsylvania candidates use to accelerate that transition.
Where can I find and apply to talent development manager jobs in Pennsylvania?
You can find and apply to talent development manager jobs in Pennsylvania on Migrate Mate, which lists current Pennsylvania openings updated in real time. Search the listings for roles that match your experience level and preferred location, then apply directly to the ones that fit.
