Green Card Business Planning Manager Jobs
Business Planning Manager roles qualify for EB-2 and EB-3 green card sponsorship when the position requires advanced analytical and strategic planning expertise. Your employer files a PERM labor certification with DOL before petitioning USCIS, permanently tying your residency to demonstrated business need rather than an annual visa cap.

Job Description:
Why This Role Matters
This role sits at the intersection of business strategy and execution for one of HPE's highest-priority transformation programs. The individual in this position will directly influence how product offerings, supply chain capabilities, go-to-market motions, and operational processes come together to create a seamless customer experience and accelerate value realization from the HPE-Juniper integration.
Position Summary
We are seeking a highly strategic and execution-oriented Business Planning Manager III to support one of HPE's most significant business transformation initiatives: the Lead to Cash integration of HPE Networking.
This role will serve as a key member of the Lead to Cash program management office, partnering across Product Management, Supply Chain, Sales, Finance, Operations, IT, Services, Customer Experience, and Program Leadership to evaluate networking business priorities and translate them into executable plans.
The successful candidate will help assess and prioritize integration initiatives, guide business readiness for specific strategic business priorities, identify risks and dependencies, and support the development of phased implementation strategies that maximize business value while minimizing operational disruption.
This role requires exceptional analytical capabilities, business judgment, stakeholder management skills, and the ability to operate effectively in a complex, fast-moving environment where priorities evolve and decisions must often be made with incomplete information.
Key Responsibilities
- Evaluate and prioritize networking business initiatives impacting the HPE-Juniper Lead-to-Cash integration.
- Assess product, offer, supply chain, operational, and go-to-market requirements to inform integration decisions.
- Develop business cases, recommendations, and prioritization frameworks to support executive decision-making.
- Translate business priorities into executable deployment roadmaps, implementation plans, and milestone-based releases.
- Identify cross-functional dependencies, risks, constraints, and readiness requirements across workstreams.
- Partner with Product, Supply Chain, Sales, Operations, Finance, Services, and IT leaders to align scope and execution strategies.
- Lead complex analyses to evaluate business impacts, trade-offs, value realization opportunities, and deployment sequencing options.
- Facilitate governance forums and drive resolution of critical issues, escalations, and strategic decisions.
- Create executive communications, status updates, and decision materials for senior leadership and integration governance bodies.
- Establish and monitor key performance indicators, readiness metrics, and program outcomes to ensure successful deployment and business value realization.
Required Qualifications
- Bachelor's degree or equivalent professional experience.
- 8+ years of experience in business planning, transformation, strategy, operations, program management, business integration, or a related field.
- Experience leading complex cross-functional initiatives involving multiple stakeholders and competing priorities.
- Demonstrated ability to influence decisions and drive alignment without direct authority.
- Strong analytical and problem-solving skills with the ability to synthesize complex information into clear recommendations.
- Experience developing executive-level communications and presenting to senior leaders.
- Ability to manage ambiguity while maintaining focus on outcomes and execution.
Preferred Qualifications
- Experience supporting mergers, acquisitions, business integrations, or large-scale transformation programs.
- Understanding of Lead-to-Cash, Order-to-Cash, product lifecycle, supply chain, or go-to-market business processes.
- Experience evaluating deployment readiness, business operating models, or organizational change impacts.
- Knowledge of enterprise technology, networking solutions, subscription and SaaS business models, or hardware/software integration environments.
- Experience working in matrixed global organizations.
Success Factors
The successful candidate will:
- Bring structure to highly complex business challenges.
- Evaluate issues holistically across commercial, operational, technical, and customer dimensions.
- Balance strategic thinking with execution discipline.
- Build credibility quickly with senior leaders and functional stakeholders.
- Transform ambiguity into actionable plans and measurable outcomes.
- Drive alignment across multiple teams while maintaining momentum toward key milestones.
- Demonstrate a strong commitment to inclusion, collaboration, accountability, and continuous improvement.

Align your credentials to PERM job requirements
PERM approval depends on the employer defining a specific degree requirement for the role. Make sure your advanced degree or equivalent experience in business planning, finance, or operations directly matches the minimum requirements listed in the labor certification.
Use O*NET to benchmark your specialty
Pull the Business Planning Manager occupation profile on O*NET before interviews. Employers filing PERM need to justify the role as a specialty occupation, and framing your skills around O*NET's defined tasks strengthens that case during the hiring conversation.
Target employers with active PERM filing history
Not every company sponsors green cards for planning roles. Search DOL's public PERM disclosure data to identify employers who have recently certified similar positions, then prioritize those in your outreach over companies with no sponsorship track record.
Search for sponsoring employers on Migrate Mate
Migrate Mate filters Business Planning Manager jobs by green card sponsorship eligibility, saving you from applying to roles where sponsorship is unavailable. Use it to build a targeted list of employers already familiar with the EB-2 and EB-3 filing process.
Negotiate sponsorship commitment before accepting an offer
Get written confirmation that your employer will initiate PERM before your first day. Business planning roles often involve immediate strategic deliverables, and without a clear sponsorship timeline agreed upfront, filing can get deprioritized once you're contributing to operations.
Verify the prevailing wage before your I-140 is filed
Run your job title and location through the OFLC Wage Search to check the DOL-certified prevailing wage level for your role. If your offered salary falls below Level II or III thresholds common for planning managers, USCIS may issue a Request for Evidence on the I-140.
Green Card Business Planning Manager: Frequently Asked Questions
Does a Business Planning Manager role typically qualify for EB-2 or EB-3 sponsorship?
Most Business Planning Manager positions qualify for EB-2 when the employer specifies an advanced degree in business, finance, or a related field as a minimum requirement. EB-3 applies when a bachelor's degree suffices. The distinction affects your priority date queue, so confirming which category your employer intends to file under early in the process matters for planning your timeline.
How does PERM green card sponsorship differ from H-1B for this role?
H-1B visa is a temporary work visa subject to an annual lottery, while PERM initiates a path to permanent residency with no annual cap at the EB-3 level for most countries outside India and China. PERM requires DOL to certify that no qualified U.S. workers were available, a process that typically adds 12 to 18 months before USCIS even receives your I-140 petition. The tradeoff is permanence rather than a renewable but uncertain temporary status.
How long does the full green card process take for a Business Planning Manager?
From PERM filing through adjustment of status, the process typically runs two to four years for applicants from most countries, assuming no significant priority date backlog. Indian and Chinese nationals face much longer waits due to per-country caps. Your employer controls the PERM and I-140 stages; your adjustment of status or consular processing stage follows once a visa number becomes available.
Where can I find Business Planning Manager jobs that offer green card sponsorship?
Migrate Mate is built specifically for this search. It filters job listings by employment-based green card sponsorship eligibility, so you can identify Business Planning Manager openings where the employer has demonstrated willingness to file PERM. This saves significant time compared to applying broadly and discovering sponsorship limitations only at the offer stage.
Can my employer start PERM while I'm on an H-1B or OPT?
Yes. PERM can be initiated regardless of your current nonimmigrant status, and doing so early is strategically important because the labor certification process takes time. If you're on OPT or a time-limited H-1B, having PERM in progress before status expiration gives you a documented sponsorship timeline to reference when negotiating extensions or change-of-status filings with USCIS.
