DESCRIPTION
As our Field CTO, you will be the bridge between visionary technology and mission-critical government services. You aren’t just an advisor, you are a hands-on strategist helping large agencies navigate the complexities of AI, cloud, and DevSecOps to better serve the public. The ideal candidate will have the ability to move smoothly between tactical and strategic conversations with technical, business, and mission leadership. You will play a critical role in helping our team formalize, standardize, and mature our AI and cloud services offerings (e.g., Azure, AWS). You possess a good understanding and hands-on expertise with DevSecOps, open-source solutions and modern low-code/no-code platforms such as ServiceNow, Appian, and Salesforce. You are passionate about automation and creating an environment that fosters AI and DevSecOps approaches. You articulate the connection from technical services to business capabilities and help client organizations navigate the tension between evolving traditional IT processes and modern approaches. Extensive background in capture and proposal to include designing, solutioning, concepts of operation (ConOps), pricing, and the ability to deliver well-written winning technical proposals and innovative technical challenges. Large-scale operational experience and expertise in artificial intelligence, process automation, cloud adoption, cyber, and cloud migration patterns and services.
This role will be based in the Washington DC area as a hybrid position assigned to ICF’s Reston, VA headquarters office; however, remote candidates with strong qualifications and experience will be considered.
PRIMARY RESPONSIBILITIES:
- Leads the overall technical approach for proposals, including the concept of operations (ConOps) that ties together technical architecture, delivery model, and management approach
- Produces technical solutions with detailed narrative for proposals and supports key personnel requirements during procurement phases. Creates a vision and executable strategy that leads with AI and results in value-based outcomes
- Partners with Business Development to act as the technical thought leader for large-scale federal pursuits, translating complex architectures into compelling value propositions for oral presentations and written bids
- Leads technology evaluations, proofs of concept, client demonstrations and various solutioning and educational presentations to assert vetting and client buy-in
- Lead the integration of Agentic AI orchestration, Generative AI (GenAI) and LLMs into federal workflows, ensuring compliance with evolving AI and security frameworks
- Builds robust and scalable IT modernization solutions using open source, low code/no code, AI, agile frameworks, advanced security tools, and cloud adoption strategies
- Serves as the primary technology point of contact for the organization, responsible for the technical oversight, architecture and engineering efforts and technology challenges and innovation projects
- Coordinates and collaborates on developing requirements and mission outcomes with executive leadership, business stakeholders, and technical teams
- Authors required documentation, briefings, SLAs, technical proposals, and standards
- Proven ability to mentor T-shaped engineers and deep technical specialists who also understand the broader business and mission context
REQUIRED QUALIFICATIONS:
- 10+ years of experience building scalable enterprise modernization solutions using open source and COTS platforms (e.g., ServiceNow, Salesforce, Appian)
- 5+ years of experience in advanced analytics/automation with a proven track record of pivoting into generative Ai, Agentic Ai and development, LLM implementation over the last 24 months
- 5+ years of experience implementing large-scale digital modernization and integration projects that include designing, architecting and implementing SaaS, cloud native, and AI driven solutions and familiarity with zero trust architecture principles beyond basic NIST controls
- 5+ years of experience with modern data stack (e.g., Snowflake, Databricks) and data fabric architectures to support AI/ML readiness
- 5+ years of engineering and implementing infrastructure modernization projects at scale
- 5+ years of experience and accomplishments with de-facto cloud providers (AWS/Azure/Google), applying serverless products using managed services and platform-based application technologies in solution architecture, design, and system development
- 5+ years of experience with define DevSecOps pipelines, tools and processes including infrastructure as code (IaC) solutions using organizational architectural design principles based on government FISMA and NIST requirements
- 5+ years of experience in refactoring systems into microservices and containerized deployments that integrate with native cloud services
- BS in computer science, engineering, software development or information systems
