Document your cross-functional impact quantitatively
PERM requires your employer to define a specific job role tied to your credentials. Pull together measurable outcomes from process improvement projects, such as cycle-time reductions or defect-rate changes, that directly support the specialty occupation argument.
Target manufacturers with dedicated PERM filing history
Operational excellence directors are concentrated in manufacturing, aerospace, and healthcare operations. Search OFLC Wage Search to identify which employers have filed PERM applications for this job title, filtering by SOC code 11-1021 or 11-9199.
Clarify the EB-2 versus EB-3 classification early
If your master's degree is in industrial engineering, operations management, or a related field, push your employer to evaluate EB-2 eligibility before defaulting to EB-3, since EB-2 avoids the longer PERM recruitment advertising window in some cases.
Use Migrate Mate to filter roles by green card sponsorship
Searching broadly wastes time when most postings don't clarify immigration support. Migrate Mate lets you filter Director Operational Excellence openings specifically by employers who sponsor employment-based green cards, cutting weeks off your job search.
Confirm the employer's PERM recruitment timeline before signing
PERM requires DOL-supervised recruitment ads before your employer can file. Ask whether the company has already run this recruitment or plans to start after your offer, since that advertising window adds four to six months before USCIS even sees the I-140 petition.
Align your job description to the O*NET profile
USCIS scrutinizes whether the offered role genuinely requires a specialized degree. Cross-check your drafted job description against the O*NET profile for your occupation to ensure duties like Lean deployment and KPI governance are reflected accurately and defensibly.
Green Card Director Operational Excellence: Frequently Asked Questions
Does a Director Operational Excellence role qualify for EB-2 or EB-3 green card sponsorship?
Both categories can apply depending on your credentials and how the employer structures the position. EB-2 applies if the role requires an advanced degree, which is common for operational excellence directors in engineering or quality functions. EB-3 applies for roles requiring at least a bachelor's degree. Your employer's immigration attorney will determine the correct classification during PERM preparation.
How is green card sponsorship different from H-1B sponsorship for this role?
Green card sponsorship through PERM, I-140, and adjustment of status leads to permanent residency, not a temporary work authorization tied to a single employer. Unlike H-1B visa, EB-2 and EB-3 have no annual lottery, so your petition isn't subject to random selection. The tradeoff is timeline: the full PERM-to-green-card process often takes two to four years, longer than an H-1B approval.
What does PERM labor certification require from my employer for this job?
The employer must conduct DOL-supervised recruitment to demonstrate no qualified U.S. workers are available for the Director Operational Excellence role at the prevailing wage. This involves posting the position through specific channels, documenting the recruitment outcomes, and submitting the ETA-9089 form to DOL. The prevailing wage is determined using the OFLC Wage Search based on the job's location and SOC code.
How can I find employers who sponsor green cards for Director Operational Excellence positions?
Migrate Mate filters job listings specifically by employers with employment-based green card sponsorship history, which saves significant time compared to applying broadly and asking about immigration support during interviews. Focusing on industries with high operational excellence hiring, such as automotive, aerospace, medical devices, and consumer goods, also narrows your search to employers familiar with PERM sponsorship.
Can I change jobs after my employer starts the green card process?
Yes, with caveats. If your I-140 has been approved for more than 180 days, AC21 portability lets you move to a similar role without restarting the green card process from scratch. For Director Operational Excellence, the new role must be in the same or a substantially similar occupation. Discuss portability strategy with a USCIS-familiar immigration attorney before accepting any new offer.
