Responsibilities
This position is responsible for performing general procurement related responsibilities with a focus on reviewing and processing a wide range of requisitions under $25K for the procurement of goods and services, reviewing change order requests, discrepancies, and supporting university-wide procurement activities while ensuring money is spent wisely per the legislature and the University Board of Trustees.
- Reviews requisitions and processes purchase orders under $25K and works with other Procurement Specialists or Strategic Category Managers for requests that may exceed $25K.
- Contacts department stakeholders to obtain further information or documentation missing from requisitions and assists departments with properly entering requisitions into SpearMart. Elevates non-standard questions, discrepancies, and issues through senior team members or management for resolution.
- Develops and prepares request for quotes. Solicits and analyzes price trends, market changes, and data from quote responses. Benchmarks contract pricing to determine the best source of supply in accordance with prudent business practices and as required by law.
- Manage purchase orders with suppliers to ensure supplier compliance; analyzes supplier change requests to existing contracts and approves or denies changes or revisions.
- Develops and maintain constructive and cooperative working relationships with colleagues, management and stakeholders. Acts in a consultative role with departments by determining how Procurement Services can assist in achieving department/customer goals by understanding their unique procurement needs and developing sourcing plans and strategies that best meet those needs.
- Provides training to campus departments on entering requisitions. Drives changes by simplifying specifications and introducing standardization where applicable. Drives implementation of preferred supplier relationships by providing education and outreach to campus departments on available contracts. Acts as a liaison to resolve purchase order issues between supplier, departmental representatives and Disbursements.
- Maintain expertise and create goals for professional development in an effort to continuously improve and broaden knowledge in the procurement of goods and services. Keep up-to-date on new products, technologies, cost trends, market conditions and possible improvements of procurement techniques and procedures. Performs additional duties or reports as may be assigned.
- Provides training on basic to intermediate procurement-related processes as needed to internal (Procurement Services) staff.
Qualifications
Bachelor's degree and one year of experience; or a high school diploma and five years of experience. (Note: post high-school education and/or experience may substitute at a comparable rate.)
Each level requires an additional two years of related experience. Candidates with an additional two years of related experience may be considered for levels I - VI.
Preferred Qualifications
The ideal candidate will have hands-on procurement experience and a strong background in contract review and drafting. They should be able to manage multiple priorities effectively in a fast-paced environment. Strong customer service skills and the ability to quickly learn new systems are essential for success in this role.
