Green Card Proposal Manager Jobs
Proposal Manager roles qualify for EB-2 or EB-3 green card sponsorship when the position requires a bachelor's degree in business, communications, or a related field. Employers file a PERM labor certification with the DOL before sponsoring you for permanent residency, making this a long-term commitment distinct from temporary work visas.

Document your proposal management credentials early
Gather transcripts, performance reviews, and project records showing proposal win rates and contract values before your PERM process begins. DOL audits frequently target documentation gaps, and organized records reduce your employer's exposure during labor certification.
Target government contractors with PERM filing history
Federal contractors and defense firms routinely sponsor Proposal Managers because the role is central to their revenue pipeline. These employers already have immigration counsel on retainer, which speeds up the PERM and I-140 filing process for you.
Search Migrate Mate for green card sponsoring employers
Use Migrate Mate to filter Proposal Manager openings by employers with active EB-2 and EB-3 sponsorship history. This narrows your search to companies that have already cleared the PERM process for similar roles.
Clarify the prevailing wage tier before accepting an offer
Ask your prospective employer to confirm which OFLC Wage Search level your role maps to. A Level I wage can slow PERM approval if DOL determines the duties match a higher level, potentially triggering an audit or denial.
Understand how EB-2 and EB-3 eligibility differs for this role
Proposal Managers with a master's degree or a bachelor's plus five years of progressive experience may qualify under EB-2. Without that, EB-3 covers you as a skilled worker, though priority date wait times vary significantly by country of birth.
Use O*NET to align your job description with DOL standards
The O*NET occupation profile for Proposal Managers outlines the duties and education requirements DOL expects to see in a certified job description. Matching your actual duties to this profile reduces the chance of a prevailing-wage or scope-of-work challenge.
Green Card Proposal Manager: Frequently Asked Questions
Does a Proposal Manager role qualify for EB-2 or EB-3 green card sponsorship?
Proposal Manager positions typically qualify for EB-3 as skilled worker roles requiring at least a bachelor's degree. If the position requires an advanced degree or you have a bachelor's plus five years of progressive, specialized experience, your employer can file under EB-2 instead. The classification affects your priority date and, depending on your country of birth, your wait time for a visa number to become current.
How does the PERM green card process differ from H-1B sponsorship for Proposal Managers?
H-1B visa is a temporary status with a three-year initial period and an annual lottery cap. PERM-based green card sponsorship has no annual cap at the petition level, leads to permanent residency, and begins with a DOL labor market test your employer must pass. The tradeoff is timeline: PERM, I-140, and adjustment of status combined can take two to four years or more, compared to the faster H-1B approval cycle.
Where can I find Proposal Manager jobs that specifically offer green card sponsorship?
Migrate Mate lets you search Proposal Manager roles filtered by employers with verified EB-2 and EB-3 sponsorship history. Because most job postings don't advertise green card sponsorship explicitly, filtering by actual PERM filing history is a more reliable method than keyword searching on general job boards.
What role does the PERM labor certification play in my Proposal Manager green card case?
PERM is the DOL process your employer must complete before USCIS can adjudicate your I-140 immigrant petition. Your employer must post the job, conduct recruitment, and prove no qualified U.S. workers were displaced. For Proposal Manager roles, the job description must accurately reflect your actual duties and match the prevailing wage level DOL assigns, or the application risks an audit or denial.
Can I change employers while my Proposal Manager green card case is in progress?
Once your I-140 has been approved for 180 days and your I-485 adjustment of status has been pending for at least 180 days, you can port to a new employer in a same or similar occupational classification under AC21 portability rules. Proposal Manager is an administrative and professional role, so a new employer in a comparable role should qualify, but your immigration attorney should confirm the match before you resign.
