Position Summary
Myers & Sons Construction is seeking an experienced Proposal Manager to lead the development of compelling, technically strong, and highly competitive proposals for major transportation and infrastructure projects. This person can work in any of our three offices (Sacramento, Los Angeles, Denver). The Proposal Manager will lead pursuits from opportunity identification and RFP review through strategy development, proposal production, final submission, and interview preparation. Working directly with company executives, project leadership, estimators, schedulers, engineers, designers, joint venture partners, and technical specialists, this individual will transform complex technical information into clear, persuasive proposals that demonstrate why Myers is the right team for the project. The ideal candidate combines strong proposal leadership, exceptional writing and editing skills, strategic thinking, organization, and the ability to lead multidisciplinary pursuit teams under demanding deadlines.
Key Responsibilities
- Lead the complete proposal process for RFQs, SOQs, technical proposals, alternative-delivery pursuits, shortlist interviews, and other strategic pursuits.
- Analyze RFQs/RFPs and procurement documents to identify client priorities, evaluation criteria, compliance requirements, differentiators, risks, and opportunities.
- Develop pursuit strategies, win themes, key messages, differentiators, and proof points that clearly communicate Myers' value to the client.
- Establish proposal execution plans, including compliance matrices, outlines, schedules, assignments, review milestones, and production requirements.
- Lead proposal kickoff, strategy, progress, and review meetings, maintaining accountability for assignments and deadlines.
- Direct and coordinate multidisciplinary pursuit teams, including executives, operations personnel, estimators, schedulers, technical specialists, joint venture partners, designers, consultants, and subcontractors.
- Write, edit, and develop persuasive proposal content, translating complex construction and technical concepts into clear, client-focused narratives.
- Guide technical contributors in developing responses that directly address evaluation criteria and communicate measurable client benefits.
- Manage proposal development and production from initial concept through final quality review, assembly, and submission.
- Lead development of resumes, project profiles, organizational charts, staffing plans, technical approaches, graphics, and other proposal components.
- Coordinate shortlist interview development, including presentation strategy, storyboarding, presentation materials, talking points, rehearsals, and coaching.
- Partner with leadership and operations teams on capture planning and positioning for strategic pursuits before the RFP is released.
- Coordinate with joint venture and teaming partners to establish consistent messaging, responsibilities, schedules, and deliverables.
- Conduct quality and compliance reviews to ensure proposals are responsive, accurate, compelling, and visually polished.
- Participate in client debriefs and capture lessons learned to continuously improve future pursuits.
- Maintain and enhance Myers' proposal resources, including resumes, project descriptions, boilerplate content, photography, graphics, and pursuit information.
- Mentor and provide direction to proposal coordinators and other marketing/proposal staff.
- Manage multiple concurrent pursuits while maintaining quality, responsiveness, and deadlines.
QUALIFICATIONS
Education
Bachelor's degree in Marketing, Communications, Journalism, English, Business, Construction Management, or a related field preferred. Equivalent relevant professional experience will be considered.
Experience
- 7+ years of professional proposal development, technical writing, marketing, or related experience, preferably within the construction, engineering, architecture, or infrastructure industry.
- Demonstrated experience leading complex proposals from RFP through final submission.
- Experience coordinating multidisciplinary teams and managing contributors who are not direct reports.
- Strong experience writing and editing technical proposal content.
- Experience with Design-Build, Progressive Design-Build, CM/GC, CMAR, or other alternative-delivery procurements strongly preferred.
- Experience with transportation infrastructure—including aviation, highways, bridges, transit, rail, or heavy civil construction—is highly desirable.
- Experience developing shortlist presentations and supporting interview teams preferred.

- Advanced proficiency in Microsoft Word, PowerPoint, Excel, and Adobe Acrobat.
- Strong proficiency in Adobe InDesign preferred.
- Experience with Adobe Creative Suite, CRM systems, and proposal/content databases is a plus.
- Flexibility to work extended hours when required to meet major pursuit deadlines.
- Ability to travel as needed for pursuit meetings, strategy sessions, and interviews.
